Summary The Contractor shall provide all labor, materials, hardware, equipment, supervision and permits necessary to complete the work as specified in the scope of services for the inspection, testing, calibration, and repair of Backflow Prevention Assemblies (BFPAs) at designated locations. All work must be accomplished during normal business hours unless approved by Facilities Management staff. 1. Introduction The Bidder is expected to completely analyze the information contained in this Invitation for Bid (IFB) as guidance for the preparation of their written submittal. The Bidder's written bid should be specific, detailed, and complete to demonstrate the Bidder's understanding of the requested work clearly and fully and/or delivery requirements. 1.1. Summary The Contractor shall provide all labor, materials, hardware, equipment, supervision and permits necessary to complete the work as specified in the scope of services for the inspection, testing, calibration, and repair of Backflow Prevention Assemblies (BFPAs) at designated locations. All work must be accomplished during normal business hours unless approved by Facilities Management staff. 1.2. Scope of Services 2.1. PROJECT DESCRIPTION I. GENERAL. The Contractor shall provide all labor, materials, hardware, equipment, supervision and permits necessary to complete the work as specified in the scope of services for the inspection, testing, calibration, and repair of Backflow Prevention Assemblies (BFPAs) at designated locations. All work must be accomplished during normal business hours unless approved by Facilities Management staff. II. SCOPE OF WORK. A. The Contractor will perform inspections, testing, calibration, and all necessary repairs required for certification of the BFPAs (2) inches and smaller. B. The Contractor will perform inspections, testing, and calibration of all BFPAs larger than (2) inches. C. All necessary repairs for BFPAs larger than (2) inches, up to and including (4) inches shall be billed in accordance with the blended repair rate set forth in the attached price schedule. All necessary repairs for BFPAs larger than (4) inches shall require a detailed written quote. Facilities Management is not required to use the successful bidder for repairs on BFPAs larger than (4) inches. D. Contractor shall comply with all current applicable requirements established by Cross Connection Programs (CCPs), Florida Department of Environmental Protection (FDEP), and Florida Building Code or latest edition standards, Federal, State and Local laws, rules, regulations, permits, codes, ordinances, and State Statutes which govern this type of service. In case of conflict between authorities having jurisdiction the most stringent requirement shall govern. The contractor's proposal shall reflect the most stringent requirement. E. The Contractor may perform the work using equipment, tools and machinery of his own choosing. Any parts of the County Facilities which are damaged by the Contractor's equipment or procedures during services shall be replaced or repaired as directed by the County at the Contractor's expense. The Contractor shall provide proof of calibration of the equipment used during the course of the services and during the life of this contract. The calibration information shall be on all inspection reports. F. The Contractor shall take necessary precautions to protect personnel or property against injury or damages. The Contractor shall be responsible for any injury/damages that occur as a result of his failure to provide adequate protection. G. Any assistance call deemed an emergency by Facilities Management shall have a contractor representative on site within two (2) hours. III. SCHEDULING AND TESTING. A. The Contractor must submit a schedule to Facilities Management before any inspections can take place. Facilities Management must be notified forty-eight (48) hours before the intended start date. B. Upon completion of a scheduled test and/or inspection of a BFPA larger than (4) inches, Contractor shall provide a list of deficiencies to Facilities Management or designee for review within ten (10) calendar days. All repairs must be approved and a work order number must be issued by Facilities Management before any repair takes place. C. Inspections shall be submitted, at the expense of the Contractor, to the proper Cross Connection Control Program office(s) and to Seminole County Facilities Management in such form as the Florida Department of Environmental Protection prescribes. IV. REPORTING REQUIREMENTS. A. REPORTS: All backflow assembly inspection reports shall include facility address, backflow assembly model and serial numbers, GPS location coordinates of the backflow assembly (accurate within 10 feet), digital time-stamped picture of the backflow assembly at time of test completion, and inspection date. All inspection reports must be made available by the Contractor in an electronic format approved by the various County and City entities enforcing cross connection control as well as the County designee. Contractor must provide inspection reports directly to the various County and City entities enforcing cross connection control for the specific backflow assemblies. B. Authorization for services by the successful Contractor under this Agreement shall be in the form of written Release Orders issued and executed by the County. Each Release Order shall describe the required services and shall state the delivery information.
