Questions are submitted online Yes The District Board of Trustees ("Board") of Seminole State College of Florida ("College") located at 100 Weldon Boulevard, Sanford, FL 32773 is accepting sealed bids in response to this Invitation to Bid ("ITB") for College-Wide Plumbing Contractor Services. Firms submitting a bid must be certified, licensed and insured to do business in the State of Florida in compliance with Florida Statutes. Pursuant to Section 1010.04, Florida Statutes, Florida College System institutions may not request documentation of or consider a vendor's social, political, or ideological interests nor give preference to a vendor based on the vendor's social, political, or ideological interests. DEFINITIONS: Board is the Seminole State College of Florida Board of Trustees. College is the Seminoles State College of Florida including all campuses, centers, or other property owned by the College. Firm is the firm which submits a bid to the College for this solicitation. To ensure acceptance of the bid, Firms are to follow these instructions. EXECUTION OF BID: The bid must contain a signature of an authorized representative in the space provided. Failure to properly sign the bid may invalidate same, and it may not be considered for award. All bids must be completed either handwritten in ink or typewritten. No erasures are permitted. If a correction is necessary, draw a single line through the entered information and enter the corrected information above it. Corrections must be initialed by the person signing the bid. Any illegible entries, pencil bids or corrections not initialed may not be considered. The original conditions and specifications cannot be changed or altered in any way once received by the College. Altered bids will not be considered. Clarification of bids submitted shall be in letterform, signed by the Firm and attached to the bid. Telegraphic (fax, e-mail, telephone, telegraph) bids will not be accepted. QUESTIONS REGARDING BID: Questions regarding this Invitation to Bid should be in writing to Arima Santana, Director of Purchasing through the BidNet site no later than Friday, December 6, 2024, 5:00 PM. The College will respond via Bidnet to all who inq uire. BID PREPARATION COSTS: The College shall not be liable for any expenses incurred in connection with the preparation of a response to this ITB. BID OPENING/DUE DATE AND TIME: The bid opening shall be public, on the date and the time specified on the bid form. The date and time will be carefully observed. All bids received after that time shall be returned, unopened. The College will not be responsible for late deliveries or delayed mail. The time stamp located on the College's BidNet site shall serve as the official authority to determine lateness of the bid. Bids by e-mail, facsimile, telegraph or telephone will not be accepted. Bids may not be altered in any way by the Firm after opening of the bids. The Firm shall submit the bid on the College's BidNet site as show above in #1. Confirmation of receipt can be made by calling the College Purchasing Office at 407-708-2174. NO BID: If not submitting a bid, respond by returning one copy of the "No Bid" form, marking it "NO BID", and explain the reason. Repeated failure to submit a "No Bid" shall be cause for removal of a Firm's name from the bid mailing list. DELAYS: The College, at its sole discretion, may delay the scheduled due dates indicated if it is to the advantage of the College to do so. The College will notify Firms of all changes in scheduled due dates by written addendum. REVISIONS AND AMENDMENTS: The right is reserved, in the best interest of the College, to revise or amend the ITB requirements prior to the date set for opening of the bids. Such revisions and amendments, if any, will be announced by an addendum to the bid. If the revisions and amendments are of a nature, which require material changes in qualities or prices, the date set for the opening of the bid may be postponed by such number of days, as determined by the Director of Procurement, which will enable Firms to revise their bids. In such cases, the addendum will include an announcement of the new bid opening date. The Firms shall acknowledge receipt of all addenda by signing, dating, and returning the Bid Certification Form with their bid. CONFLICT OF INTEREST: The award hereunder is subject to the provisions of Chapter 112, F.S. All Firms must disclose, with their bid, the name of any officer, director, or agent who is also an employee of the College. Further, all Firms must disclose the name of any College or Board employee who owns, directly or indirectly, an interest of five percent (5%) or more in the firm or any of its branches. DISQUALIFICATION: Any or all bids will be rejected if there is reason to believe that collusion exists between Firms. Bids in which the prices obviously are unbalanced will be subject to rejection. ACCURACY OF BID INFORMATION: Any Firm which submits in its bid to the College any information which is determined to be substantially inaccurate, misleading, exaggerated, or incorrect, shall be disqualified from consideration. BID WITHDRAWAL: Firms may withdraw their bids by accessing the College's BidNet site and withdrawing their bid at any time prior to the time set for the bid deadline. Once opened, bids become the property of the College and will not be returned to the Firms. POSTING OF RESULTS: Bid tabulations will be posted for review by interested parties at the BidNet site on or about January 10, 2025, and will remain posted for a period of 72 hours. A recommended award notice will be posted on the BidNet site as soon as available and email notice will be issued to all responding bidders of such posting. Failure to file a protest within the time prescribed in Section 120.57(3), F.S., shall constitute a waiver of proceedings under Chapter 120, F.S. Firms will receive a copy of the bid tabulations with recommended awards electronically via email per Florida Statute 120.57(3). NO BID TABULATION OR AWARD INFORMATION WILL BE GIVEN OVER THE TELEPHONE. CONTRACTUAL AGREEMENT: This ITB shall be included and incorporated in the final contract or purchase order. The order for contract precedence will be the contract (purchase order), bid document and response. Any and all legal actions associated with this ITB and/or the resultant contract (purchase order) shall be governed by the laws of the State of Florida. PUBLIC RECORDS: Upon award or thirty (30) days after opening, whichever is earlier, bids become "public records" and shall be subject to public disclosure consistent with Chapter 119.07(3), F.S. Firms must invoke the exemptions to disclosure provided by law in the response to the bid, and must identify the data or other materials to be protected, and must state reasons why such exclusion from public disclosure is necessary. Any financial statements that are submitted are exempt from becoming public record under Chapter 119.07(3), F.S. ALL REQUESTS FOR PUBLIC RECORDS RECEIVED BY THE FIRM MUST BE IMMEDIATELY REFERRED/FORWARDED TO THE COLLEGE. IF THE FIRM HAS QUESTIONS REGARDING THE APPLICATION OF CHAPTER 119, F.S., TO THE FIRM'S DUTY TO PROVIDE PUBLIC RECORDS RELATING TO THIS CONTRACT, CONTACT THE CUSTODIAN OF RECORDS VIA THE OFFICE OF LEGAL AFFAIRS AT 100 WELDON BOULEVARD, SANFORD, FL 32773-6199, (407) 708-2334. INQUIRIES/INTERPRETATIONS: All Firms shall carefully examine the ITB documents. Firms are expected to examine the terms and conditions, specifications, scope of work, delivery schedule, bid prices, extensions, and all instructions pertaining to supplies and services. Any questions concerning conditions, specifications, intent, meaning, and/or interpretations of the ITB documents shall be requested in writing and received by the College's Purchasing no later than Wednesday, December 18, 2024, 5:00 PM. Any interpretation of or changes to the ITB will be made in the form of a written addendum to the ITB and will be furnished to all Firms via Bidnet. Such inquiries regarding this ITB outside any pre-bid conference, if held, must be submitted in writing via the Colleges BidNet site to the College's Director of Purchasing, Arima Santana. The College will provide written answers via the College's BidNet site to the questions in the form of a written addendum to all Firms who have received the ITB. The College will not be responsible for any oral instructions made by any employee(s) of the College regarding this ITB. Bid Pricing: All bid prices shall be valid for the duration of the bid term Discounts for prompt payment: If a Firm offers a discount it is understood that a minimum of 30 days will be required for payment, and the discount time will be computed from the date of satisfactory delivery at place of acceptance and receipt of correct invoice at the office specified. A. TAXES: The College does not pay Federal Excise and State taxes on direct purchases of tangible personal property. The applicable tax exemption number is shown on the purchase order. This exemption does not apply to purchases of tangible personal property made by Firms who use tangible personal property in the performance of contracts for the improvement of the College owned real property as defined in Chapter 192, F.S. B. MISTAKES: Firms are expected to examine the specifications, delivery schedules, bid prices and extensions, and all instructions pertaining to supplies and services. Failure to do so will be at Firm's risk. In the event of extension error(s), the unit price will prevail, and the Firm's extension and total offer will be corrected accordingly. In the event of addition error(s), the unit price and extension thereof will prevail, and the Firm's total offer will be corrected accordingly. C. CONDITIONS AND PACKAGING: It is understood and agreed that any item offered or shipped as a result of this bid shall be new (current production model at the time of this bid), unless otherwise specified, and that all containers shall be suitable for storage or shipment, and all prices shall include standard commercial packaging. D. CONDITIONAL BIDS: The Board specifically reserves the right to reject any conditional bid.
