Treatment and reinforcement of wood poles on the EPB system All bids must be valid for at least 30 days in order to receive consideration. The Glasgow Electric Plant Board reserves the right to reject any or all bids, to waive informalities or technicalities in any bid, and to accept the bid it deems to be in its best interest. The Glasgow Electric Plant Board (EPB) is soliciting sealed bids for the remedial treatment and steel reinforcement of wood poles on the EPB system. All costs incurred in preparation and submission of bids responsive to this RFQ will be borne by the respondent. The Bid Sheet must be signed by an authorized company representative and returned to indicate acceptance of all terms and conditions contained herein. All bids must be submitted in a sealed envelope marked 'EPB wood pole remedial treatment and steel reinforcement,' to the EPB no later than 9am (Central Standard Time) on November 22, 2024. Bids should be addressed to: Glasgow EPB / Attn: Aaron Reece / 100 Mallory Drive (PO Box 1809), Glasgow, KY 42141(42142-1809). Bid proposals shall be firm offers and shall remain valid for at least thirty (30) days following the proposal's due date. Bids will not be accepted via email or fax. The EPB reserves the right to accept or reject bid proposals individually or as a whole without penalty. Purchase order(s) will be awarded to the vendor or vendors deemed by the EPB to be in its best interest, or bring the greatest value to the EPB. Scope Of Work As a result of a recent comprehensive wood pole audit conducted on the EPB's distribution system, it has been determined that specific maintenance treatments are required to ensure the longevity and structural integrity of various poles. Several of the wooden poles will need to undergo treatments to protect against decay and insect damage. These treatments include the application of an External Paste, which forms a protective barrier against moisture and environmental exposure; an Internal Fumigant, used to address internal decay by eliminating rot-causing fungi; and an Internal Treatment, which targets the inner structure of the pole to strengthen areas compromised by decay. Additionally, an Insecticide Treatment will be applied to prevent or eliminate insect infestations that may further degrade the wood. In cases where the poles are significantly compromised but not beyond repair, Steel Reinforcement will be implemented to provide additional structural support. This reinforcement helps extend the lifespan of these poles and enhances their ability to withstand external stresses, such as high winds or heavy loads. Vendor will need to specify what product they wish to use and provide data sheets with bid. EPB will supply successful bidder with maps identifying poles to be treated.
