Proposals to receive consideration must be accompanied by a Certified Check or Bidders Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of The Steel Rivers Council of Governments and in an amount equal to ten percent (10%) of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will immediately enter into Agreement after the Notice of Award of the Contract and commence start of contracted work immediately thereafter.
