Renovation of a playground / park / athletic field in New York, New York. Conceptual plans call for the renovation of a playground / park / athletic field.

In furtherance of the North Grid Electrical Upgrades Design Services Project, BPCA hereby requests proposals (individually, a "Proposal" and collectively, the "Proposals") from electrical design firms (individually, a "Proposer" and collectively, the "Proposers") to provide BPCA with electrical design-related services for BPCA's north electric grid, the geographic extent for which is: a) Chambers Street and Warren Street from River Terrace to West Street; b) North End Avenue from Chambers Street to Murray Street; and, c) River Terrace from Irish Hunger Memorial to Chambers Street (collectively, the "Project Site"). The services shall include, but not be limited to: (1) conducting of research and preparation of repair recommendations; (2) development of design and construction documents, and preparation of final drawings and specifications; (3) preparation of construction cost estimates; (4) filing of construction permitting documentation; (5) construction contractor bid support; (6) construction administration services; and (7) Project close-out services (collectively, the "Services"). OVERVIEW In furtherance of the Project, BPCA hereby requests proposals (individually, a "Proposal" and collectively, the "Proposals") from electrical design firms (individually, a "Proposer" and collectively, the "Proposers") to provide BPCA with electrical design-related services for BPCA's north electric grid, the geographic extent for which is: a) Chambers Street and Warren Street from River Terrace to West Street; b) North End Avenue from Chambers Street to Murray Street; and, c) River Terrace from Irish Hunger Memorial to Chambers Street (collectively, the "Project Site"). The services shall include, but not be limited to: (1) conducting of research and preparation of repair recommendations; (2) development of design and construction documents, and preparation of final drawings and specifications (collectively, the "Construction Documents"); (3) preparation of construction cost estimates; (4) filing of construction permitting documentation; (5) construction contractor bid support; (6) construction administration services; and (7) Project close-out services (collectively, the "Services"). A detailed scope of work for which the selected Proposer will be responsible is attached as Exhibit A. III. GENERAL PROVISIONS This RFP, including attachments, exhibits, and any amendments or addenda (collectively, the "RFP") is subject to the rights reserved by BPCA - including, but not limited to BPCA's right to: o reject any or all Proposals received in response to this RFP; o withdraw the RFP at any time, at BPCA's sole discretion; o make an award of the resulting contract associated with this RFP (the "Contract"), in whole or in part; o disqualify any Proposer whose conduct and/or Proposal fails to conform to the requirements of this RFP; o seek clarifications and/or revisions of a Proposal or any part of a Proposal; o use information obtained by BPCA through site visits; interviews; investigation of a Proposer's qualifications, experience, ability or financial standing; and any other material or information provided by, or received from, the Proposer during the procurement process; o prior to BPCA's review of the Proposals, direct Proposers to submit Proposal modifications addressing subsequent amendments to the RFP; o request that one (1) or multiple Proposers submit best and final offers ("BAFOs") subsequent to BPCA's review of the Proposals; o change any of this RFP's scheduled dates; o waive any requirements in accordance with BPCA's Procurement Guidelines; o negotiate contract terms with one (1) or multiple Proposers in BPCA's sole discretion; 1 o utilize any and all ideas submitted in the Proposals received; o require clarification at any time during the procurement process, and/or require correction of arithmetic or other apparent errors for the purpose of assuring a full and complete understanding of a Proposal and/or to determine a Proposer's compliance with the requirements of the RFP; and, o Make non-material revisions to the Scope of Work following receipt of Proposals. BPCA is not liable or responsible in any way for any expenses incurred in the preparation of a Proposal in response to this RFP. All information submitted in response to this RFP is subject to the Freedom of Information Law, Article 6 of the New York State Public Officers Law ("FOIL"), which requires public access to certain documents possessed by BPCA, unless a specific exemption applies. Proposers are responsible for identifying any information in their respective Proposals considered to be confidential and exempt from FOIL. BPCA, however, is obligated to disclose information consistent with the requirements of FOIL, NYS Public Officers Law Section 87. Question Deadline 12/02/2024 at 5:00 PM ET All questions regarding this RFP should be submitted in writing via email to the Michael Lamancusa, BPCA's Assistant Contracting Officer, at Michael.Lamancusa@bpca.ny.gov. BACKGROUND The installation of outdoor electrical infrastructure in BPC was commenced in the 1980s and was completed in approximately 1990/1991. There are five (5) separate electrical grids listed/designated below, each of which supplies power to both the streetlights and the park lights in the below-described areas of BPC (collectively, the "Electrical Grids"): o POD III (installed in 1981), serving Liberty Street/South End Avenue/Albany Street (upgraded / restored 2009); o South Grid (installed in 1985), serving Battery Place from South of West Thames Street to West Street; First, Second and Third Place from South Cove to Little West Street; and Little West Street (upgraded/restored 2014); o Rector Street Grid (installed in 1983), serving South End Ave from Albany Street to West Thames Street; Rector Place; West Thames Street from Esplanade to West; and Marginal Street (upgraded in 2018); o Vesey / Murray Loop (originally part of North Grid, described below, and installed in 1987), serving Vesey Street and Murray Street from West Street to river (upgraded/restored in 2000); and, o North Grid (the "North Electric Grid," installed in 1987), serving Chambers Street and Warren Street from River Terrace to West Street; North End Avenue from Chambers to Murray Street; and River Terrace from Irish Hunger Memorial to Chambers Street (the "Project Area"). BPCA has found that, when underground electrical infrastructure reaches approximately twenty-five (25) years in age, failures begin to occur frequently, and replacements of the feeder cables and connections are required. Due to the aging of BPC's underground electrical infrastructure and, in certain cases, damages resulting from construction of buildings, certain electrical grids have experienced severe shorts within the electrical system which caused BPCA to repair and upgrade the Electrical Grids. Previous repair and upgrade projects have consisted of removing all feeder cables from the underground conduits, cleaning of both roadway boxes and conduits, locating damaged conduits and making any necessary repairs, installing new feeder cables and waterproof splices, installing new wire and fuse holders, and gasketing, re-tapping and re-bolting the roadway boxes. The control cabinets have also been upgraded with new equipment. SCOPE OF SERVICES The selected Proposer shall provide all survey, design and engineering work and services necessary for the design of modifications and upgrades of the North Electric Grid. The Services shall include, but not be limited to the following: 1. Research & Planning o Review and compile available information from various reference documents associated with the North Electric Grid, including but not limited to existing construction and shop drawings, design and as-built drawings, previous inspection reports, and studies - as well as South B.P.C. Resiliency Project construction documents and North/West B.P.C. Resiliency Project design documents. o Based upon (1) the information derived from a review of the documentation specified above (particularly the information pertaining to the North Electric Grid), (2) current planning related to the installation of electric vehicle (EV) charging stations, and (3) planning related to the installation of new LED lighting; devise an approach for implementing the Project's design o Perform a site survey of the Project Area to review, assess and evaluate the project area. o Identify areas for which further access is required. o Prepare and submit a report containing recommendations for necessary North Electric Grid repairs. 2. Construction Documents o With each submission phase (60% design and 100% construction), documentation will be used for the solicitation of estimates and bids for the Project's construction contractor - including, but not limited to: construction drawings, technical specifications, and an opinion of probable construction costs. o Prepare construction cost estimates that take into account all construction elements including, but not limited to: mobilization, general conditions, labor, materials, and all contingencies. o Design Development: o Upon completion of sixty percent (60%) of all design and construction documents (the "60% Documents"), including the drafting of the technical specifications, submit all 60% Documents to BPCA for review and approval. The 60% Documents must contain sufficient detail to generally define the proposed design concepts and construction staging for the Project. o Develop and submit an estimate of construction costs, including a twenty percent (20%) contingency. o Continue developing the design and construction documents during BPCA's review of the 60% Documents in order to adhere to the Project schedule. o Review BPCA's comments on the 60% Documents and on any additionally submitted documents, and provide BPCA with a response to each such comment. o Final Design: o Incorporate BPCA's comments submitted in response to the 60% Documents, and further develop such design and construction documents to their one-hundred percent (100%) completion. o Develop and submit to BPCA one-hundred percent (100%) complete design and construction documents (the "100% Documents"), technical specifications ("Specifications"), and an estimate of probable construction costs including a fifteen percent (15%) contingency. o Review BPCA's comments on the 100% Documents, and provide BPCA with a response to each such comment. o Incorporate BPCA's final comments into the 100% Documents, Specifications and estimate of construction costs, and finalize such documents.
