The Southwestern Power Administration (SWPA), Department of Energy, is issuing this sources sought notice as part of a market research effort to identify companies with the capabilities to support an upcoming requirement for cooling tower water system treatment services in Tulsa, OK. For additional details regarding the technical specifications, please refer to the attached Draft Performance Work Statement (PWS). Based on the responses to this sources sought, this requirement may be set-aside for small business (in full or in part) procured through full and open competition (unrestricted), or procured on a sole source basis. All small business set-aside categories will be considered. Telephonic inquiries will not be accepted or acknowledged, the government will not be providing evaluations or comments to companies providing sources sought responses but the responses will be used to inform the government as to the best means of procuring this requirement. RESPONSES WILL NOT BE RETURNED TO THE RESPONDER. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) IF ISSUED. IF A SOLICITATION IS RELEASED IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT. Project Background: SWPA's Tulsa headquarters, located at 6655 South Lewis Avenue, Tulsa, OK, requires services to develop and implement a water treatment plan aimed at minimizing scale, corrosion, microbial growth, biofilms, and sediment/deposits of solids on the heat transfer surfaces of the existing cooling tower. The plan must comply with guidance from the Centers for Disease Control and Prevention (CDC) and industry standards (ASHRAE) for cooling tower water treatment, with a focus on improving water efficiency. The Government intends to award this contract to a single primary contractor, who will be responsible for completing all work outlined in this PWS. Eligibility: The applicable NAICS code for this requirement is 238220 - Plumbing, Heating, and Air-Conditioning Contractors with a small business size standard of $19,000,000. The product service code is R799 - Support-Management: Other. Businesses of all sizes are encouraged to respond. Submission Details: Interested parties are requested to submit: 1) Interest/capabilities via email. The email subject line should be "Sources Sought Response PR25219". 2) Confirmation that vendor is ISO9001 certified. 3) Confirmation that the Performance Work Statement (PWS) is sufficient for quoting purposes. 4) Any concerns with the PWS. The response to the sources sought may be in either Microsoft Word, Portable Document Format (PDF), or in the body of the email and shall be addressed to Brooke Butcher at brooke.butcher@swpa.gov. ALL DATA RECEIVED IN RESPONSE TO THIS SOURCES SOUGHT THAT IS MARKED OR DESIGNATED AS CORPORATE OR PROPRIETARY WILL BE FULLY PROTECTED FROM RELEASE OUTSIDE THE GOVERNMENT. The Method of Contractor Selection has not been determined at this Time.
