EDGE Participation Goal 7.0% to 9.0% Percent of initial Total A/E Fee: 5.0% For purposes of completing the Relevant Project Experience Matrix in Section F of the Statement of Qualifications (Form F110-330), below is a list of relevant scope of work requirements for this RFQ: 1. Ability to design project scope within budget in current market conditions. 2. Ability to manage design and construction projects in an occupied State Park setting. 3. Experience with topographical surveys for shoreline and marine structures. 4. Experience designing projects in accordance with the Ohio Coastal Design Manual prepared by the ODNR Office of Coastal Management. 5. Experience with Lake Erie coastal permitting, including federal consistency reviews, nationwide and individual Section 404 permits, Section 401 certifications, shoreline structure (dock and marina) permits, and floodplain permits. 6. Experience with construction cost estimating and analysis for dock and marina structure projects, specifically with regional (Island) cost factors. 7. Experience preparing construction drawings and specifications for dock and marina projects. 8. Familiarity with Ohio Department of Natural Resources boating access related projects. 9. Experience with construction administration and on-site observation with similar type projects. 10. Familiarity with the State of Ohio Capital Management System (OAKS CI). Professional Engineering Services are being requested to provide design services and construction stage services for the rehabilitation of the existing pier and hydraulic ramp at North Bass Island State Park. North Bass Island, also known as Isle St. George, is the northern-most U.S. Island in Lake Erie. It is located 18 miles from the Ohio mainland and less than 2 miles from the Canadien border. Its location makes it attractive to those who want a quiet, natural island experience. North Bass Island State Park became a part of ODNR in 2003. The acquisition of the properties that now constitute the State Park included several residences, a marina, and other structures, including the pier. Originally constructed in approximately 1900, the pier consists of a timber crib backfilled with rock. The original structure remains in place today but has been reinforced over time with steel sheet piling and steel checker plate, making much of the timber inaccessible. The ramp is currently used by Miller Boat Line, who provide on-demand ferry service to North Bass Island, providing the necessities needed for the residents and visitors of the island. The primary intent of this Project is to replace the existing concrete pier and the attached hydraulic ramp. Temporary repairs have been completed to stabilize the pier; however, the deterioration has accelerated in recent years and has compromised the ability to provide the necessary services. Full replacement is now needed for those services to continue. B. Scope of Services The scope of services to be performed by the selected firm will include, but is not limited to, assessment of the existing shoreline protection barrier; topographic surveys; performance of geotechnical soil borings and analysis; structural and geotechnical design; performance of hydrologic, hydraulic and flood routing analyses; calculations and design in accordance with the Ohio Coastal Design Manual and coastal engineering best practices; gravel access road design; alternatives analysis and recommendations; cost estimating; preliminary design; applying for and obtaining all regulatory permits including federal consistency reviews, nationwide or individual Section 404 permits, Section 401 certifications, shoreline structure permits, floodplain permits; construction drawings and specification preparation; bidding assistance; construction administration services; construction material testing; and construction closeout services. The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner's project requirements. Participate in the Encouraging Diversity, Growth& Equity (EDGE) Program as required by statute and the Agreement. As required by the Agreement, and as properly authorized, the selected A/E will provide the following categories of services: Study and Report Verification, Preliminary Design, 50% Design, 90% Design, 100% Design (Construction Document Preparation), Bidding and Award, Conformed Documents, Construction Administration, Closeout, and Additional Services of various types.
