City of Gloucester City in the County of Camden and the State of New Jersey, seeks to engage, for a limited term, a Small Cities Housing Inspector for the purpose of visiting properties to be included in the rehabilitation program to determine those areas of the house needing repair/replacement. After completion of the inspection, the inspector will prepare a scope of work to be completed, including a detailed list of specifications to be followed, follow the project until completion to include interim inspections, if necessary, as well as approving any change orders that may be presented, and conduct a final inspection once the project is complete thus allowing the contractor to be paid. The contract will be awarded through the provisions of NJSA 40A:11-4.1 et seq. and NJSA 19:44A!20.4 et seq. Minority- and women-owned businesses and Gloucester City businesses are encouraged to submit proposals. Financial assistance for this activity is made possible by a grant from the New Jersey Department of Community Affairs, Division of Community Resources, New Jersey Small Cities Community Development Block Grant (CDBG) Program, Philip D. Murphy, Governor of the State of New Jersey, and Sheila Y. Oliver, Lt. Governor of the State of New Jersey and Commissioner of the New Jersey Department of Community Affairs. Funding for the State's CDBG Program was provided by a grant from the United States Department of Housing and Urban Development, State Community Development Block Grant Program. Please describe your experience Minimum Requirements: All statements of qualifications for this professional service contract shall include as a minimum the following information. 1. Names of individuals who will perform required tasks as well as the listing of any licenses if applicable. Identify the person who will be primarily responsible for the services required by the City of Gloucester City and provide a description of the experience of the primary person with projects and issues similar to those more specifically set forth in the proposal and on behalf of the City of Gloucester City. Identify persons who will serve as back up to the primary person, if applicable, including resumes of all parties. 2. Must have a working knowledge of all State codes and standards for all building trades. 3. Must be available to conduct emergency Inspections. Please describe your experience with regard to Housing Rehabilitation inspections and your availability to conduct emergency inspections as needed and an interim inspection once a contractor has shown completion of approximately one-half of the entire project. Scope of Services The City of Gloucester City desires to appoint an individual to serve in the limited appointment role of Small Cities Housing Rehabilitation Inspector. The appointed Housing Rehabilitation Inspector will work with City staff and the Grant Administrator to implement, oversee and administer the Small Cities Grant awarded to the city by the NJ Department of Community Affairs to Rehabilitate Owner-occupied housing. Any experience or knowledge of matters specifically relating to the City of Gloucester City should be addressed in the proposal. The role of Small Cities Housing Rehabilitation Inspector will be limited to services related to an FY2021 Small Cities award, in consultation with the Grant Administrator. Minimum Qualifications/Proposal Requirements: o Must have a minimum of five (5) years of experience in serving as a Housing Rehabilitation Housing Inspector for a New Jersey public entity o Successful completion of at least eight (8) NJDCA Small Cities Community Development Block Grant (CDBG)-funded projects. o Must provide proof of current liability, personal and workman's compensation insurance coverage. o Must list all public entities for which you have or are presently serving as Housing Rehabilitation Inspector. o Must provide a cost estimate for services. o Must show proof of SAMS registration. Submission Proposing firms shall provide evidence that the minimum qualifications are met. Evaluation of Proposals The City of Gloucester City intends to award a professional services contract for the defined scope of work under the Competitive Contracting Process in accordance with the provisions of NJSA 40A:11-4.1 et seq. and NJSA 19:44A-20.4 et seq. The decision by the City of Gloucester City as to what constitutes a Competitive Contracting process shall be final. The proposals will be evaluated by the Mayor and Council of the City of Gloucester City based upon information supplied by each Proposer in response to this RFP and the following criteria: . Ability to meet all minimum qualifications . Overall knowledge and familiarity with the operations of the City of Gloucester City . Experience of the firm in providing similar services to other New Jersey public bodies . Qualifications and experience of the professional .
