New construction of an educational facility in Haverhill, Massachusetts. Conceptual plans call for the construction of a educational facility.
Newburyport is a member of the Whittier Regional Vocational Technical High School, which proposed a new building project that was ultimately voted down at a special election. The school district is working with member communities to develop a revised plan for the building, including updating the District Agreement established in 1967. Currently, Newburyport sends 32 students, comprising 2.5% of Whittier's 1,277 enrollment. The estimated project cost below assumes a building project of $150,000,000 based on Newburyport's 2.5% share of enrollment. Designs and funding models are still under consideration and this number is subject to change. As of October 27, 2025, this project is in the planning phase. The owner is currently pursuing grant funding. An architect has not been determined. An agreement for a feasibility study is provisionally scheduled for April 2026. A firm timeline for construction has not been determined. This project is included in the City of Newburyport's FY 2025-2029 Capital Improvement Program (CIP). *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
