Program Management and Oversight Services for Consolidated Rental Car (ConRAC) Facility and Access Improvements Program (W-00533) The Contractor will be required to comply with all applicable regulations of the TSA and of the Aviation Authority relating to Airport security, including those relating to access to the AOA of Orlando International Airport, as such regulations may be in effect or changed from time to time. Respondent must provide proof of insurability issued by a company that complies with Section 6: Insurance and Surety Bond Requirements. Only Respondents that have provided adequate ability to obtain insurance will be shortlisted. Respondents may be shortlisted on a conditional basis, subject to their submission of additional information regarding their intention and ability to comply with the minimum insurance requirements. The scope of services is not intended to be all inclusive of the work to be performed. This generalized scope has been prepared so that responses will be written using a common basis. The Proposer's own experience should allow it to amplify the scope in its Response. Adjustments to the Project and/or Scope of Services may be made as the design progresses. A summary of the scope of services for the qualified Program Management and Oversight Consultant (PMO) team is provided below. Contractors are cautioned to make no assumptions unless their Response has been determined as meeting the Minimum Requirements and being responsive and responsible. All awards made as a result of this Response shall conform to applicable policies of the Aviation Authority. The Aviation Authority reserves the right to cancel an awarded Response for any reason via written notice. The Aviation Authority is seeking a full-service Program Management and Oversight (PMO) Consultant to be responsible for management and oversight of the Consolidated Rental Car (ConRAC) Facility and Access Improvements Program. At the sole discretion of the Aviation Authority, the scope of services for this contract may also include program management and oversight of its Terminal C Phase 2 Program and other related programs and projects. The related programs and projects may include, but are not limited to, improvements to facilitate passenger traffic to/from and around Terminal C and ConRAC, including campuswide roadways, parking, and ground transportation improvements, utilities, drainage, new and/or expanded Automated People Mover (APM) Systems and Station(s), contingency operation plan improvements, circulation and wayfinding improvements, baggage system improvements, conversion of current rental car operations and facilities, and other building improvements campuswide, as determined by the Aviation Authority. There is no guarantee that the Terminal C Phase 2 Program and other related programs and projects will be awarded to this Consultant. The Aviation Authority is seeking a national leader with extensive experience and technical expertise in the management and oversight of comparable aviation capital programs to lead the delivery of the Consolidated Rental Car Facility and Access Improvements Program, within the approved schedules and budgets, at the quality expected of a world-class airport facility. The PMO Consultant will be responsible for comprehensive design and construction program management of assigned programs and projects, proactively identifying and resolving issues that could impact operations, schedules, budgets and other risks, as well as advising on best practices and keeping the Aviation Authority informed of all potential issues and solutions. The Services include, but are not limited to: Program Management, Stakeholder Management, and Operations Coordination Design Management Construction Management Contracts Management Other Duties As Required Terminal C opened for operations in September 2022 with 15 gates. Terminal C is connected to the Train Station facility that includes a variety of ground transportation options, including passenger rail service and a Terminal Link to the North Terminal. There are multiple construction projects underway including an 8-gate expansion to Terminal C, Airfield, Apron and Remain Overnight Parking Apron, Multi-Modal Connector Pedestrian Bridge and Rental Car Lobby, and related follow-on facility projects in and around Terminal C. The Aviation Authority's current Capital Improvement Plan is available on the Aviation Authority's website. The current rental car operations at Orlando International Airport are dispersed in three locations across the airport campus. The intent of this Program is to consolidate all rental car operations in one facility at the preferred site located adjacent to Terminal C to achieve objectives to improve passenger / rental car customer experience, improve rental car operational efficiencies and provide additional capacity, reduce traffic congestion on terminal area roadways, and repurpose existing rental car areas within terminal garages for public parking and other uses such as ground transportation functions.
