The purpose of this RFP is to request proposals from interested Offerors with the goal of entering into a contract to provide professional environmental services as set forth in the terms and conditions described herein. The Town of Dumfries is requesting proposals from qualified professional environmental firms experienced in providing services related to the US Environmental Protection Agency Brownfield Grant Program. The contract shall commence on the Commencement Date set forth in the contract for Professional Environmental Services and shall expire four (4) years later, unless earlier terminated or renewed in accordance with the provisions of this Contract. The Town, at its sole option, may renew or extend this Contract beyond the initial four years to accommodate the terms and conditions of the FY2024 Brownfield Assessment Grant or future EPA grants award to the Town of Dumfries within this four-year period provided a market survey conducted by the Town indicates that the prices the contractor proposes are reasonable. The renewal term by furnishing the Contractor with written notice of its decision to renew at least 60 calendar days before the expiration of the then-current term. QUESTIONS: Questions must be submitted in writing to the Town Manager no later than 12 noon, November 08, 2024. An electronic message may be submitted to tinnis@dumfriesva.gov. The purpose of this Request for Proposals ("RFP") is to request proposals from interested Offerors with the goal of entering into a contract to provide professional environmental services as set forth in the terms and conditions described herein. The Town of Dumfries is requesting proposals from qualified professional environmental firms experienced in providing all services related to the United States Environmental Protection Agency (U.S. EPA) Brownfields Grant Program. The contract period is up to four years unless terminated or renewed prior to expirations, with engagement subject to the duration, amount and type of grant funding received. The successful Firm will lead the efforts to assess the site(s) condition and determine what steps must be taken to rehabilitate it to remove hazardous conditions that make it inhospitable. A 'brownfield' is a property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. The Town plans to select a single offeror that meets the criteria outlined in this RFP. The Town anticipates the selected firm will achieve the following goals outlined within this solicitation: o Work with the Town, EPA to finalize the list of sites to be assessed based on need and financial availability/grant capacity. o Complete thorough Phase I and Phase II assessments on the selected parcels to determine the scope and extent of contamination of each site. o Develop cost-effective and efficient scenarios for cleanup and remediation, as necessary, for the sites. o Perform area wide planning activities including educational site visits, public meetings and a summary of site redevelopment profiles. The responsible firm will work with the Town and facilitate gathering data, analyzing results, assist with planning and directing the cleanup of a brownfield site to ensure the site meets safety standards and is habitable. The firm will also o inspect a site slated for cleanup and then make recommendations for the best way to remediate the site. They may also need to determine the cause of contamination if the source has yet to be determined. The firm will estimate the overall cost to accomplish the clean-up task, including consideration of other contractors that may be necessary for the cleanup effort and associated costs. Along with cost estimation, they must also understand environmental laws and regulations to ensure they are staying compliant as well as any contractors working at the site. They will report on the status of the site's progress and continually evaluate the effectiveness of the clean-up efforts. Communication is vital, as those in this position may need to draft reports and present project plans to other interested parties.
