Furnishing all labor and materials for the construction of the Center Street Improvements The project is partially funded with Community Crossings Matching Grant (CCMG) and American Rescue Plan Act (ARPA) funds and consists of milling 1 inches of pavement and resurfacing with 1 inches of asphalt surface for 0.75 mile along Center Street from Wayne Street to Union Street (US 6). Additional roadway improvements include minor storm drainage improvements, full-depth pavement patching, concrete curb and gutter, concrete driveway approaches, concrete sidewalks and curb ramps, water main and sanitary sewer installation with associated services. Bid proposals shall be complete and properly executed on the bid form and must be accompanied by an executed Indiana State Board of Accounts Form 96, confirmation that copies of Addenda were received (if issued), and satisfactory bid security. A certified or cashiers check payable to the Town of Waterloo, or a bid bond in the amount equal to five (5) percent of the bid amount must accompany each bid. All checks of unsuccessful bidders shall be returned upon selection of successful bidder. The successful Bidder will be required to provide a Performance and Payment Bond each in the amount of one hundred (100) percent of the Contract amount. In determining the lowest responsible bidder, the Town of Waterloo Council will consider the Total Base Bid made for the contract and the add alternates. The Town of Waterloo may also consider all other relevant facts mentioned in the Project Documents such as experience and subcontractors.
