New Middletown Wastewater Treatment Plant Force Main to Five Points The Project consists of Construction of 20,880 LF of new 12" force main installed from the influent pump station at the New Middletown WWTP to the intersection of Springfield and Western Reserve Road. The force main will connect to an existing sanitary sewer stub. Converting the existing influent pump station at the WWTP into new distribution pump station will be submitted as a separate project. Bids will be received for a single prime Contract. Bids shall be on a unit price basis, with additive alternate bid items as indicated in the Bid Form. Contracts for Work under this Bid will obligate the Contractor to comply with all Federal, State and Local Laws, Statutes and Ordinances including licensing of Contractors, Wage Rates and non-discriminating hiring practices. Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experience on projects of similar size and complexity. The owner intends and requires that this project be completed in no more than TWO HUNDRED FORTY-FIVE (245) calendar days from the date of the notice to proceed. Bidders must comply with the Federal Davis-Bacon wage rates for all work performed on this project. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. For all bids in excess of $75,000.00 a certified check representing TEN percent (10%) of the proposal, drawn on a solvent bank, and payable to the Mahoning County Treasurer, or a bid bond in the sum of TEN percent (10%) of the proposal in lieu thereof must accompany each and every proposal as a guarantee that if that bid is accepted, a contract will be entered into with the Board of County Commissioners, in the manner provided by law. Probable cost of construction: $ 3,290,000 A performance bond in the amount of 100% of the contract price will be required after the award of the contract. However, if the item bid is available for immediate delivery and specified as such in the bid, a performance bond will not be required. Attention of the Bidder is directed to the requirements that each proposal must be accompanied by a non-collusion affidavit, properly executed by the Bidder. Further, the successful Bidder will be required to execute an affidavit required by Sec.5719.042 of the Ohio Revised Code. No payment shall be made on any contract for which no such affidavit has been submitted. The Board of Mahoning County Commissioners reserves the right to reject any or all bids and to waive informalities. No bids may be withdrawn within sixty (60) days after the opening thereof unless a bidder withdraws a bid in compliance with provisions General Provisions 9.31 of the Ohio Revised Code. Bids of Corporations not chartered in Ohio MUST be accompanied by proper certifications that such Corporation is licensed to do business in Ohio. Bid security shall be furnished in accordance with the Instructions to Bidders. Each bidder must insure that all employees and applicants for employment are not discriminated against because of race, color, sex, or national origin
