sealed proposals from qualified firms for an annual contract for on-call stormwater repair and maintenance services. The successful contractor shall be required to install or repair stormwater facilities as may be requested by the Authority, on an as-needed basis. No minimum quantity of work is guaranteed under the annual contract. Each specific stormwater repair or maintenance project under the annual contract will be set forth in a detailed written Work Order. The Authority will acquire any required easements and permits prior to the issuance of the Work Order for a project to be performed by the Contractor under the annual contract. The scope of work includes the provision by the Contractor of all labor, materials, equipment, tools, transportation, and supplies necessary to complete the work. The Projects contemplated by this Request for Proposals will be "turn key" and require minimal involvement of Authority personnel. The Scope of Work includes installation and repair of stormwater facilities including culverts, cross drains, and structures, cleaning out storm pipes and ditches, rip rap installation, cutting of pavement, asphalt paving, concrete driveways, sidewalks and curb and gutter systems, soil erosion and sedimentation control, grassing and landscaping, traffic control, and all other activities necessary for the proper installation of stormwater facilities in accordance with specific project plans and the Authority's Design and Construction Standards. All proposals must be accompanied by adequate bid security (proposal bond, certified check, or letter of credit) drawn in favor of the Authority and in the amount of fifteen thousand dollars ($15,000.00), which shall be subject to forfeiture as liquidated damages in the event that the proposal be accepted and the Offeror fail to promptly enter into the proposed contract with the Authority The Authority reserves the right to reject all proposals or any proposal that is nonresponsive or submitted by a non-responsible Offeror. The Authority reserves the right to waive technicalities and informalities in this Request for Proposals and the proposals submitted. The Authority shall have the right to accept the proposal that the Authority, in its sole discretion, determines to be the most advantageous to the Authority based on the evaluation factors set forth in the Request for Proposals. The Authority reserves the right to negotiate to obtain the best and final offer. After initial evaluation of the proposals, the Authority may engage in discussions, negotiations, and revisions of proposals with one or more Offerors prior to award for the purpose of obtaining best and final offer(s).
