Completed plans call for the construction of a six-story above grade, 230-unit multi-residential development; for the renovation of a multi-residential development; and for site work for a multi-residential development.

As of February 12, 2025, this contract has been awarded. All sub-bids have been received. Summary of project: The project consists of a podium style building with an additional 4 garden style buildings with split foundations, located on the intersections of 12th street and Poplar Street. This project is the first of multiple phases to redevelop the area known as College Hill Courts. Phase 1A consists of 2 buildings (D&E) with 64 total apartment units and Phase 1B consists of 3 buildings (A, B, C) with 166 total apartment units. The funding source will utilize private/public funds including grants and Low-Income Housing Tax Credits. Project will feature amenities to serve all residents including leasing office, clubhouse, pool, dog park, fitness, play areas. IMPORTANT: The two phases, Phase IA and IB, will be built together, however it is considered two separate projects with each having its own partnership. Therefore, the proposals should be separated for each phase and a contract will be issued for each individual phase. Since the project will be built as one construction site, the Civil plan is one plan. Davis Bacon Prevailing Wage Rates and Certified Payroll are required.
