Site work and paving for a civil project in Moseley, Virginia. Working plans call for site work for a water / sewer project; road / highway; for paving for a road / highway; bridge / tunnel; and bridge / tunnel.

A new multi-span bridge is proposed to minimize the likelihood of road closures and emergency detours due to flooding overtop Otterdale Road. In addition to the proposed bridge, the roadway improvements will include two (2) 11-foot-wide travel lanes, a 5-foot paved with 6-foot total width shoulders to accommodate pedestrians and bicycles within the project limits. BMP facilities will be required to meet stormwater management requirements. The existing Otterdale Road pavement running across the floodplain will be removed and replaced with a pedestrian trail. The County is moving forward with improving the drainage crossing along Otterdale Road that routinely floods and overtops the existing roadway under severe rainfall events. This segment of Otterdale Rd. crossing Swift Creek when closed for severe rainfall events requires temporary detour routes for the traveling public and presents an emergency access concern. The proposed improvements will incorporate a new bridge structure crossing the Swift Creek Floodplain that will pass the 100-year storm event with no overtopping for the ultimate land use conditions. To achieve this, the roadway profile grade will need to be raised approximately 10-15 feet across the floodplain to prevent road closures.
