This is a pressure rezoning project designed to address the deficient pressure and fire flow issues within the project area by converting it from pressure zone 3170 to pressure zone 3290. The scope of work includes the following tasks: Question Deadline 12/12/2024 at 12:00 PM PT Prospective Bidders desiring an explanation or interpretation of this solicitation, plans, specifications, etc., must request it in writing from the Purchasing Section, in order to allow a reply to reach all prospective Bidders before the submission of their bids. o Removal and replacement of Pressure Reducing Valve (PRV) Station. o Removal and disposal of existing water pipelines, valves, fittings and other appurtenances to reconfigure existing water system. Proper removal and disposal of asbestos-cement pipe shall be the Contractor's responsibility. o Installation of 8", 12" and 14" pipes, valves and fitting along with other appurtenances including, but not limited to fire hydrant, blow off and combination air vac assemblies to accommodate the new high-pressure zone o Installation of individual pressure reducing valves and irrigation boxes on all service laterals within the project area. o Removal and replacement of existing sidewalk, curb & gutter and AC driveway in compliance with the District of Victorville Standard Specifications. o Asphalt repair work including pothole, excavation, saw-cuts, backfill, compaction, temporary paving, grind and overlay and striping. o Coordination with BNSF for the abandonment and installation of new water pipes within their property The Design Engineer has calculated an estimate of probable construction costs for this project. The District does not wish to publicize the engineer's estimate of the project cost since this information may tend to influence the number and nature of bids received. However, for the bidder's convenience, the District will publicize that the engineer's estimate for the base bid falls within a range of $1,800,000.00 TO $2,000,000.00. Each Bid Proposal shall be accompanied by: (a) cash; (b) a certified or cashier's check; or (c) a bidder's bond made payable to District of Victorville in an amount equal to ten percent (10%) of the Total Base Bid as bid security. Said Bid Guaranty shall be enclosed in the same envelope as the Bid Proposal and no bid shall be considered unless such Bid Guaranty is enclosed therewith. The successful Bidder will be also required to furnish performance and payment bonds, each in an amount equal to one hundred percent (100%) of the Total Base Bid. Pre-Bid Meeting note: Prospective Bidders may visit the Project Site without making arrangements through the District. In no event shall failure to inspect the site constitute grounds for a claim after contract award. *The value for this project is based on a financial range.
