The Department seeks a qualified consultant to render technical assistance, outreach, marketing, and engagement services to manage and implement a Storefront Improvement Program. The City of Chelsea, through the Department of Housing and Community Development, is soliciting proposals from experienced firms to render a Small Business Storefront Improvement Program to support small businesses in a range of sectors, promoting the vitality and sustainability of the local economy. The City will qualify one (1) consulting firm, or a joint venture composed of a team of consultants and subconsultants, to perform services that complement the overarching planning and development agenda and initiatives. Furthermore, services may be rendered to other City Departments who undertake projects in conjunction with the Department of Housing and Community Development. The responder is responsible for confirming receipt of its written inquiries with Dragica Ivanis, Chief Procurement Officer, City of Chelsea at divanis@chelseama.gov. All written inquiries must be submitted via electronic mail (email) only. No other manner of submission will be accepted. The contract term will be one (1) year, with an option for a one (1) year extension at the City's discretion . Should the successful Responder fail to commence or diligently perform according to the terms of the contract, the successful Responder agrees to pay to the City of Chelsea, as liquidated damages, Two Hundred Fifty Dollars ($250.00) per calendar day that the successful Responder fails to commence or diligently perform the work in accordance with the contract documents and/or is in violation of the contract. Liquidated damages assessed under this provision shall be deducted from any payment(s) due to the successful Responder.
