Question Deadline 12/05/2024 at 12:00 PM PT Online Q&A Yes Scope of Services This project will be a rehabilitation of the existing Sump 107 facility, keeping it in place, however, improving the accessibility and reliability of the station to meet PFS-3.6, "Combined Sewer System Rehabilitation and Improvements" of the 2040 General Plan. This project would also improve the safety for City staff performing maintenance at this site. The scope of work of this project will involve providing civil, mechanical, structural, electrical and process control engineering design. If you have any questions on the aspects of this proposal, they should be directed via the City of Sacramento's online bid portal per the instructions and deadlines outlined in the RFP. This project will be a rehabilitation of the existing Sump 107 facility, keeping it in place, however, improving the accessibility and reliability of the station. The scope of work of this project will involve providing civil, mechanical, structural, electrical and process control engineering design. The following are some of the key improvements that shall be included with the rehabilitation: Pumps Issue: The existing self-priming pumps suffer from loss of suction priming, frequent maintenance issues, and cannot be operated at depth less than 36-inches. The flow discharged from the pump station is not metered. The capacity of the pumps may need to be increased to keep up with peak wet weather pumping. Force main configuration is unknown, and evaluation of optimal flow monitoring to be determined. Proposed Scope of Work: Remove the existing self-priming dry well pumps and install three (3) submersible pumps. Evaluate the capacity of Sump 107 during peak wet weather flows and provide a recommendation for an increased pump capacity, if needed. All associated piping and valves within the sump station footprint are to be removed and replaced as part of this project. Design the installation of magnetic flow meters on each of the three pump discharges. A Endress Hauser W400 0XDN (Zero Downstream) Magnetic Flow Meter may be used if upstream and downstream clearances are limited. Evaluate the need for air release valves on each pump discharge and for the flow meter design as needed. Access Issue: The supply and exhaust ductwork that ventilates the wetwell limit access around the wetwell's access hatch. Proposed Scope of Work: Evaluate options for pump removal by installing a second set of access hatches, above the wetwell hatch, in the sidewalk on Capitol Mall or transporting through the doorway to the adjacent parking garage using a monorail hoist or other methods. The ceiling height above the proposed wetwell hatch is limited. The Preliminary Design Review shall include an evaluation of the height of proposed equipment to demonstrate the feasibility of alternatives for pump removal. Evaluate and design modifications to the existing ductwork within the pump station area to improve access to the wet well by installing a larger hatch to allow for removal of the submersible pumps. Generator Issue: The sump station does not have a generator onsite to provide emergency power in times of electrical outages. Currently, the City is required to bring a temporary generator to Sump 107 in the event of a power outage. Project budget for this work is anticipated to be $450,000. The anticipated time period for the performance and completion of services is 12 months.
