1.0 SCOPE OF WORK 1.1 Contractor shall periodically excavate and haul ash sand from the ash lagoon at the Water Pollution Control Facility, 7525 Bertram Road SE, Cedar Rapids, IA. Once excavated, Contractor shall haul the ash sand to Crawford Quarry, 5707 F Ave NW, Cedar Rapids, IA. Hauling to any other location is not acceptable unless approved by the City of Cedar Rapids. 1.2 The North cell ash lagoon will be taken out of service 1-2 times each year. During the shutdown, ash sand will need to be excavated and hauled to Crawford Quarry. It is anticipated that approximately 3,500 tons of ash sand will be removed annually. 1.3 Currently, the Water Pollution Control Facility has two (2) permitted ash lagoons. The South cell ash lagoon is much larger than the North cell and is excavated less frequently. If during the term of the contract it is determined the South cell needs to be excavated, Contractor shall also excavate and haul ash sand from the second lagoon. 1.4 The south lagoon will need to be completely emptied as a one-time event. The estimated tonnage currently in the south lagoon is 16,000 tons. 1.5 The Water Pollution Control Facility will provide 2-4 weeks' notice to Contractor of each shutdown. Contractor shall work continuously per operating hours at Crawford Quarry during the shutdown period to excavate and haul the ash sand. 1.6 The sewage sludge incinerator ash is a byproduct of the wastewater treatment process. 1.7 The incinerator ash is a "sandy" material that is approximately 60-70% solids. Bids may be withdrawn any time prior to the scheduled closing time for receipt of bids; no bid may be modified or withdrawn for a period of sixty (60) calendar days thereafter.
