Site work and paving for a mixed-use development in Waimanalo, Hawaii. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; bridge / tunnel; and bridge / tunnel.

The scope of work consists of resurfacing the existing pavement; cold planing; reconstruction of shoulder lane; installation of new guardrails with end treatments, striping, signage, and pavement markings; installation, maintenance, monitoring and removal of BMPs; installation of additional water pollution, dust and erosion control; vertical adjustment of utility manholes frames and covers; upgrading of existing guardrails, and end treatments; removal and reconstruction of raised crosswalks, speed humps, and concrete curbs at intersection traffic islands; and construction of a concrete channelizing traffic island. The estimated cost of construction is between $5,000,000 and $6,000,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. To be eligible for award, bidders shall possess a valid State of Hawaii General Engineering "A" license prior to the award of contract. The Equal Employment Opportunity Regulations of the Secretary of Labor implementing Executive Order 11246, as amended, shall be complied with on this project. The U.S. Department of Transportation Regulations entitled "Participation by Disadvantaged Business Enterprise in Department of Transportation Financial Assistance Programs", Title 49, CFR, Part 26, is applicable to this project. Bidders are hereby notified that the Department of Transportation shall strictly enforce full compliance with all the requirements of the Disadvantaged Business Enterprise program with respect to this project. Bidders shall read the Disadvantaged Business Enterprise Requirements, included in this solicitation, which establishes the program requirements pursuant to Title 49, CFR, Part 26, and includes the requirements of certification, method of award, and evidence of good faith. Driving While Impaired (DWI) Education. The Hawaii Department of Transportation (HDOT) encourages all organizations contracted with HDOT to have an employee education program preventing DWI. DWI is defined as operating a motor vehicle while impaired by alcohol or other legal or illegal substances. HDOT promotes this type of program to accomplish our mission to provide a safe environment for motorists, bicyclists, and pedestrians utilizing our State highways, and expects its contractors to do so as well. The State reserves the right to reject any or all proposals and to waive any defects in said proposals in the best interest of the public. 103.05 Requirement of Contract Bond. At the time of execution of the contract, the successful bidder shall file a good and sufficient performance bond and a payment bond on the forms furnished by the Department conditioned for the full and faithful performance of the contract in accordance with the terms and intent thereof and for the prompt payment to all others for all labor and material furnished by them to the bidder and used in the prosecution of the work provided for in the contract. The bonds shall be of an amount equal to 100 percent of the amount of the contract price and include 5 percent of the contract amount estimated to be required for extra work. The bidder shall limit the acceptable performance and payment bonds to the following: (b) Surety bond underwritten by a company licensed to issue bonds in the State of Hawaii; or c) A certificate of deposit; share certificate; cashier's check; treasurer's check, teller's check drawn by or a certified check accepted by and payable on demand to the State by a bank savings institution or credit union insured by the Federal Deposit Insurance Corporation (FDIC) or the National Credit Union Administration (NCUA). 1. The bidder may use these instruments only to a maximum of $100,000. 2. If the required security or bond amount totals over $100,000 more than one instrument not exceeding $100,000 each and issued by different financial institutions shall be acceptable.
