This is a Pre-Solicitation Notice for the City of Keizer Transportation System Plan Update. Interested Parties are advised: - Only Consultants that have been awarded a Price Agreement from the TLUP-21 Price Agreement series may respond to the upcoming mini-solicitation. - This is not a Request for Proposal ("RFP") or a Request for Information ("RFI"), therefore a solicitation package is not provided with this posting. - Do not submit Proposals or Offers in response to this Pre-Solicitation Notice. All Proposals and Offers received by Agency in response to this notice will be rejected. - Information provided under this Pre-Solicitation Notice is subject to change. - This project may be delayed, cancelled, or revised at any time. Project Synopsis The Oregon Department of Transportation anticipates releasing a mini-Request for Proposals ("RFP") to seek proposals from Consultants regarding updating the City of Keizer's Transportation System Plan. The recent Transportation Planning Rule ("TPR") updates expand on existing requirements around community engagement and analysis of safety and multimodal conditions; they also include new requirements to prepare a multimodal, multi-agency financially constrained project list and to evaluate equity, transportation options, and alternatives to expanded automotive infrastructure. The resulting Transportation System Plan ("TSP") for the City of Keizer must identify an integrated network of multi-modal transportation facilities and services consistent with the TPR and adequate to support development of the City's existing and planned land use over a twenty-year planning horizon. A Disadvantaged Business Enterprises ("DBE") goal is anticipated. Desired Project Objectives and Outcomes: The Project will develop an updated TSP that includes: o Goals, policies, performance measures, and implementing regulations that support the City's Comprehensive Plan and create a safe and reliable multimodal transportation system that supports a thriving economy. o Standards and solutions to develop a safe, efficient, multi-modal transportation network based on the needs of existing and planned land uses; o A transportation system funding and financing strategy to support the development of the identified transportation system; and o Analysis and documentation to demonstrate compliance with all applicable requirements to support adoption of the TSP, including local criteria, Oregon's Transportation Planning Rule, and relevant Statewide planning goals and administrative rules. The Project will support key outcomes, including: o Identify, map and assess existing transportation, transit, and parking facilities; o Identify appropriate Transportation Options ("TO"), Transportation System Management ("TSM") and Transportation Demand Management ("TDM") techniques; o Identify how the investments and policies in the TSP support the path to reach regional greenhouse gas reduction targets, including addressing any required performance measures and targets; o Preserve the function and capacity of transportation facilities to support the economy and movement of goods; Department of Transportation Procurement Office 355 Capitol St. NE, MS 51 Salem, OR 97301 Phone: (503) 986-2710 Fax: (503) 986-5790 o Review and updates to typical street cross sections to support land uses and safety for all modes; o Identify transportation needs in potential climate-friendly area(s); o Fill gaps and improve safety on pedestrian and bicycle routes to schools and key destinations; and o Be consistent with applicable laws and adopted plans, including the Transportation Planning Rules, Oregon Transportation Plan, Oregon modal and topic plans including the Oregon Highway Plan, I-5 at Chemawa Road Interchange Area Management Plan (Alternative Mobility Targets), City of Keizer Comprehensive Plan, Keizer Revitalization Plan, and other City and County plans, policies, and ordinances.
