This will be done by converting the access card from a pin system to card reader for ingress and egress and installing security cameras at each gate, and the footage can be accessed from a centralized location as shown on the project plans. The successful bidder will be required to furnish a Performance Bond and a Payment Bond each in the amount of one hundred percent (100%) of the contract price and on the form approved by the Kern County Counsel. Pursuant to Public Contract Code Section 22300, the substitution of securities for money withheld by Kern County to ensure performance of the contract will be permitted. All documents submitted in compliance with the requirements of this bid package and the contract must be scannable and photocopiable. Each bidder must be licensed as required by law at the time the contract is awarded. Failure of the bidder to obtain proper and adequate licensing for an award of a contract shall constitute a failure to execute the contract and shall result in the forfeiture of the security of the bidder. The contractor license classification required for this project is: California License Class A or Class C-10. Bidders are advised that, as required by Federal law, the State has established a statewide overall Disadvantaged Business Enterprise (DBE) goal. This Agency Federal-aid contract is considered to be part of the statewide overall DBE goal. The Agency is required to report on DBE participation for all Federal-aid contracts each year so that attainment efforts may be evaluated.
