The Town of Burnsville is seeking statements of qualifications from firms capable of providing engineering, planning, and construction management services for the purposes of evaluating damages, cost estimating, designing, permitting, bidding, and administering construction of a project that would repair damages to the Town's Pine Swamp Waste Water Treatment facility. Repairs including, but not limited to, existing blower building, blower system, electrical panels, sludge belt press and controls, composting screen repair components, internal road damage, equipment storage building and effluent monitoring controls destroyed by tropical storm Helene (NC 4827 DR) The project includes: Evaluation of damages, development of a scope of work and estimate of costs, electrical design, design of equipment building, environmental and civil design of road repair and mitigation/resiliency planning and design. BACKGROUND The Town of Burnsville is seeking to address damages to its utility infrastructure resulting from tropical storm Helene. The Town desires to procure engineering services for repair, replacement and mitigation of damages at the Town's primary WWTP. Including, but not limited to, electrical system damages, damage to blowers, sludge belt press, multiple controls, equipment buildings and internal roadway and fencing. Services should provide, without limitation, project cost estimation, a preliminary engineering report, surveying, evaluation and inspection, project scoping, engineering and design, bidding, and construction administration and supervision, to accomplish the specific projects listed in the Summary section of this RFQ document. Firms should document in their response experience with similar completed projects. SCOPE OF WORK The Town is seeking the services of qualified firms with extensive knowledge and background in the field of engineering. These services shall include engineering, surveying, planning, and construction management services for the purposes of developing a scope of work, cost estimating, designing, permitting, bidding, and administering construction of a project to rehabilitate and or replace components of the Town's Waste Water Treatment Plant located at 812 Pine Swamp Road, Burnsville, NC 28714, including, but not limited, to the following damaged components: o Evaluation and design of any necessary repairs or replacement of the blower system, blower room building, electrical panels to operate facility blower system; sludge belt press, conveyor belt, controls and electrical panels; composting screen components conveyor belts, bearings, electric drive motors, and controls. o Design and engineering for repairs/replacement the equipment storage building and effluent monitoring controls, electrical components and sensing equipment; o Internal road repairs to an access road inside the facility that washed out along with a 510 foot section of fencing. o Evaluation and preparation of design of any proposed mitigation measures for the site and structures. Town of Burnsville reserves the right to reject any or all companies, to waive any informality in the RFQ process, or to terminate the RFQ process at any time, if deemed to be in its best interest.
