Site work and new construction of a civil project in Raleigh, North Carolina. Completed plans call for the construction of a water / sewer project; and for site work for a water / sewer project.
The Project consists generally of the following major items: 1. Construct a new Caustic Storage and Feed Facility, including the following major components: One (1) 10,000 gallon Caustic Storage Tank, including all associated piping. Structural support and concrete containment area for one (1) chemical tank and one (1) future chemical tank. A masonry building that will contain a pump room, a mechanical room and an electrical room. Three chemical metering pumps and associated piping and pump accessories 2. Install discharge caustic piping in the yard to the application points defined on the Contract Drawings. 3. Construct new and modify existing in-plant roadways to accommodate the Sidestream Caustic Storage and Feed Facility. 4. Resurface or replace sections of existing asphalt pavement throughout the site. These items and areas are further defined on the Contract Drawings. 5. Install erosion control measures and associated grading. 6. Integration of proposed upgrades and facilities into the existing SCADA, Security, and Fire Alarm systems at the plant. After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria set forth in the Instructions to Bidders. The Owner/City Council reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible and responsive Bidder, taking into consideration quality, performance and the time specified in the Bid Form for the performance of the Contract Proposals will not be accepted by the Owner from bidders that are not present at the Mandatory Pre-Bid meeting. If the Bidder would like to make additional visits to the site beyond the mandatory Pre-Bid Meeting, advanced notice must be provided and a list of planned attendees must be submitted with the request With each request for Bidding Documents supply the following information: Company name, contact person, street address, phone number, and email address for Bidding point of contact; N.C. contractor's license with limitation and classification; indicate if the firm will be a Prime bidder, Supplier or Sub-Contractor. Bidders will be required to show evidence that they are licensed to perform the work in the Bidding Documents as required by North Carolina General Statute, Chapter 87 and the Instruction to Bidders. Bid Security in the amount of five percent (5%) of the Bid must accompany each Bid and shall be subject to the conditions provided in the Instruction to Bidders. Pursuant to General Statutes of North Carolina Sections 143-128.2 and 143-131, and in accordance with City policy, the City of Raleigh encourages and provides equal opportunity for certified Minority and Woman-Owned Business Enterprise (MWBE) businesses to participate in all aspects of the City's contracting and procurement programs to include Professional Services; Goods and Other Services; and Construction. The prime contractor will be required to identify participation of MWBE businesses in their Bid, and how that participation will be achieved. Furthermore, the City's goal is to contract or sub-contract fifteen percent (15%) of the contract amount to certified MWBEs on construction projects over $300,000, or with contracts that include $100,000 or more in state funding. Question Deadline 11/28/2024 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing only. Interpretations or clarifications considered necessary by Engineer, in response to such questions, will be issued by Addenda to all plan holders registered with the Issuing Office. Questions received less than 5 working days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Neuse River Resource Recovery Facility - 8500 Battle Bridge Rd., Raleigh, North Carolina. B. The Work to be performed under this Contract includes, but is not limited to, constructing the Work described below and all appurtenances related to the Work. The Work shall be as follows: 1. Addition of a new caustic chemical storage and feed facility. Contractor shall furnish and install a 10,000 gallon storage tank in an outdoor containment area and three chemical metering pumps inside a new pump building. The work includes, but is not limited to, all piping and valves, grading and paving, sedimentation and erosion control, electrical work, instrumentation and controls, HVAC equipment, all related items and all other work necessary to render the facilities complete and operational. Furthermore, the City's goal is to contract or sub-contract fifteen percent (15%) of the contract amount to certified MWBEs on construction projects over $300,000, or with contracts that include $100,000 or more in state funding.
