Reference Number 0000368944 Delivery Point: El Paso County, CO Bid Intent Not Available Purchase Type: Term: 01/15/2025 02:00 AM EST - 12/31/2027 02:00 AM EST El Paso County is soliciting responses from qualified Consultants with experience in drainage analysis and civil design services for the Engineering and Design Services for the Fountain Creek at Hanson Trailhead Improvements Project. The Project scope will include: drainage study and analysis, survey, geotechnical study, alternative analysis, and preliminary and final engineering design. Fountain Creek in El Paso County experienced extreme flash flooding in June 2023 - July 2023 causing severe erosion damages and sediment deposition in many creek sections. The County worked with FEMA to acquire funding for this Project. The County and FEMA are interested in designs that significantly increase long-term resiliency. During the incident period of June 2023-July 2023, heavy rainfall produced heavy flows and flash flooding causing damage to this site in El Paso County in multiple storm events. High velocity flood waters and massive volumes of Fountain Creek washed away and destroyed multiple areas on several sites by the Hanson Trailhead area. Flash flooding caused erosion/scouring of the embankment, a large loss of embankment soil material, loss of riprap embankment stabilization material, loss of bioengineered wall, loss of a section of multi-use trail, large woody debris deposition, damage to riprap embankment protection, damage to soil cement trail base, and damage to the grouted riprap pedestrian bridge abutments. Multiple flash flood events during the incident period exacerbated the damage.
