The Board of Commissioners also paid tribute to two outgoing county employees who between them have served the county for 50 years. Vigo County Parks and Recreation Department Superintendent Adam Grossman said he and the commissioners will sign a contract for $1 million with Strode, who submitted the lowest of three bids for the Griffin project. “We were a little over budget, so we’re going to have to find some funding to finish off the project — shave off some costs, if necessary,” Grossman said. The building may lose a storage area or porch, but it will house a pro shop for vendors, an office for Bike Park Manager Rich Moore and a programming and community space. “We’ve got a lot of youth programming going on over there,” Grossman said, adding parks and rec recently concluded three courses of cooking instruction.” “It showed them healthy cooking, how to do it,” he said. “They get to take these items home with them and actually do the cooking at home.” Participants also were able to ride around the park with Moore. Lost Creek/Nevins, other matters In another matter, commissioners approved the amendment combining two former fire protection districts into the Lost Creek/Nevins Fire Protection District. Lost Creek essentially absorbed the Nevins district, which was financially troubled and faced a shortage of personnel. Many in attendance applauded when the amendment was passed. Commissioner Chris Switzer also gave a review of the commissioners’ accomplishments over the past year. He listed a few dozen, including completing the first phase of the Riley Spur Trail, awarding Chances and Services for Youth $1 million to help pay for a new east-side childcare facility and helping the Vigo County Historical Museum restore its east wall and repaint the contoured Coke bottle mural. Public servants To conclude the meeting, commissioners paid tribute to outgoing public servants, Vigo County Auditor Jim Bramble and Deputy Auditor Cheryl Loudermilk. Vigo County Councilwomen Vicki Weger and Marie Belzile-Theisz attended the meeting to wish them well. Loudermilk’s husband Norm spoke on her behalf, getting a little choked up when he said, “There are a lot of things Cheryl does that nobody ever sees.” Switzer said Bramble “taught me the ropes and has been incredibly helpful.” He joked that Bramble “has worked in every county department known to man.” Both were presented plaques, and those in attendance were offered a spread of milk, cookies and juice. ------------------------------------------------------------------------------------------- The Vigo County Parks and Recreation Department will receive sealed bids for the construction of a clubhouse facility for Griffin Bike Park to be located at 10700 Bono Road, Terre Haute, Indiana. Bids will be received on the basis of a single lump sum and alternates for complete construction as described in the Instructions to Bidders. The work is to include all labor, materials, equipment, tools and appliances, transportation, all applicable taxes, permits and everything required for the entire performance and completion of the work in every detail. All work shall be in strict accordance with this Invitation to Bid and the bidding Contract Documents as prepared by Sanders & Associates, Inc. Any bids received after the above specified time and date will be returned to bidders unopened. Bids shall be accompanied by the General Contractor's Proposal Contents as stated in the specifications. A certified check or bank draft, payable to the order of the Vigo County Parks and Recreation Department negotiable U.S. Government Bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and acceptable surety, in an amount equal to five percent (5%) of the total amount of the bid shall be submitted with each bid. Bid Guaranty will be returned to unsuccessful bidders upon selection of the successful bidder. Bid Guaranty of the successful bidder will be returned upon the signing of contracts. Bids may be held not to exceed sixty-(60) days from the date of Bid Opening for the purpose of reviewing the Bids and investigating the qualifications of the Bidders, prior to the award of a Contract. Contractor receiving award shall furnish at the directive of the Owner, an approved Performance Bond, Labor and Material Payment Bond in an amount at least equal to 100% of the contract amount. The bidders are requested to meet with the Owner and Architect for a pre-bid conference at the project location (10700 Bono Road, Terre Haute, IN) on Tuesday, December 3rd at 10:00 AM local time. Contractors shall be aware that this project is covered under the provisions of the Davis-Bacon Prevailing Wages Act. All laborers and mechanics shall be paid at a minimum according to the prevailing wages indicated in the Wage Decision. The Contractor must ensure that all employees and applicants for employment are not discriminated against because of their race, religion, color, sex, national origin, or individuals with handicaps. Women and Minority Owned Businesses qualified to perform the work contemplated by this solicitation are encouraged to bid. The time completion of the project shall be 365 days after the notice to proceed. The Vigo County Parks and Recreation Department reserves the right to reject any or all bids or waive any informality in the bidding to the extent permitted by law. Qualified M/W/DBE companies are also invited to submit bids. Contractors shall be aware that this project is covered under the provisions of the Davis-Bacon Prevailing Wages Act.
