The City reserves the right to reject all submittals, to waive any formalities, and to solicit and re advertise for new bids/proposals, or to abandon the project in its entirety. The existing City of Palm Coast Wastewater Treatment Facility No. 1 (WWTF-1) is a conventional activated sludge domestic wastewater plant with a permitted Annual Average Daily Flow (AADF) capacity of 6.83 million gallons per day (MGD). The WWTF-1 upgrade and expansion will include adding 4.0 MGD, ADDF treatment processes to achieve advanced wastewater treatment (AWT) and upgrading the existing oxidation ditches of 6.83 MGD to achieve AWT. It is proposed that the existing plant of 6.83 MGD be upgraded to achieve AWT by the following tasks: 1. Dividing each oxidation ditch into three zones including an Oxic Zone, a post-Anoxic Zone and a Reaeration Zone. 2. Addition of a Fermentation Tank and a Pre-Anoxic Tank next to each ditch. 3. Modification and addition of the aeration system for the AWT needs. 4. Modification of piping systems from the headworks to the process tanks. The expansion will add a 4.0 MGD, AADF capacity treatment process by the following units to meet the AWT requirements: 1. Additional influent pump station 2. Additional headworks - grit removal and screen equipment 3. Odor control system 4. Flow equalization tank with aeration and mixing equipment. 5. Flow equalization pumping system 6. Anerobic tanks 7. Pre-Anoxic tanks 8. Aeration tanks (oxic tanks) 9. Post-Anoxic tanks 10. Reaeration tanks 11. Blower Systems, diffuser systems and DO control system for the oxic zones and reaeration zones 12. Mixing equipment for all anaerobic, fermentation and anoxic tanks 13. Return activated sludge pumps and internal recycle pumps 14. Clarifiers 15. Sludge holding tanks 16. Disk filters 17. Chlorine Contact Chambers (CCC) 18. Reclaimed water transfer pumps 19. Chemical feed systems including alum, Micro-C, sodium hypochlorite, polymer and other chemical storage and feed systems 20. 6.0 MG ground storage tank 21.
