To provide ditch cleaning services at various locations in the counties of James City, Surry, and York. The Virginia Department of Transportation (herein referred to as "VDOT") is soliciting bids from qualified firms to furnish all labor, equipment, materials, tools, incidentals and qualified personnel to perform Ditch Maintenance Services for the Williamsburg Residency. VDOT Williamsburg Residency consists of James City, Surry, and York Counties. SCOPE OF WORK: 1. The Contractor shall furnish all labor, supervision, equipment, materials, tools, incidentals and have sufficient personnel as necessary to ensure a continuous operation, without interruption, as directed by the VDOT Representative to provide ditch maintenance services at various locations in the counties of James City, Surry, and York. 2. Furnish labor needed to clear any and all debris that is left from ditching operations at the inlet and outlet ends of all culverts. 3. The Contractor shall be required to clean up frequently all refuse, rubbish; scrap materials and debris caused by his operations, to the end that at all times the site of the work shall present a neat, orderly and workmanlike appearance. No such refuse, rubbish, scrap material and debris shall be left within the completed work area nor buried on the site but shall be removed from the site and properly disposed of in a licensed landfill or otherwise as required by law. The contractor shall be responsible for the complete recovery and proper disposal of any refuse that is disposed of at an unauthorized or illegal site. 4. Excavated ditching spoils become the property of the contractor and they're responsible for disposal of all waste materials resulting from ditching operations. 5. During and at the completion of the work, the Contractor shall prevent site soil erosion, the runoff of silt and/or debris from the site in accordance with the applicable requirements and standards of the Virginia Erosion and Sediment control Handbook latest edition, and of the Contract Documents. Contractor will be provided Erosion and Sediment Control Plans by VDOT Management for each job site and will be required to place erosion methods as outlined in the plans as directed. The contractor will be required to provide the erosion and sediment control devices required by VDOT's control plan. 6. The Contractor shall be required to furnish the ditching machine with operator. Contractor operations are to be in support of VDOT personnel and equipment. Contractor's personnel must be able to understand and communicate effectively in English. Drivers should have a good working knowledge of the Hampton Roads District Road system. Drivers must be capable of reading and understanding maps and verbal or written instructions in English. 7. The Contractor shall report to the requested area at the prescribed start time as requested by the VDOT representative. The VDOT representative will notify the Contractor at least five (5) days prior to the commencement of work. The VDOT representative will specify where and when the work is to be performed. 8. Normal working hours are between 7:00 AM and 3:30 PM, as directed by the VDOT Representative, Monday through Friday. There will be no scheduled work on weekends or State observed holidays; however, there may be occasions when the contractor will be required to work weekends. There will be no work scheduled on State observed holidays. 9. The Contractor shall respond to any request within forty-eight (48) hours of notification. In the event the Contractor is called in, and for circumstances beyond their control, is instructed to "shut down" and return to base, VDOT will pay a minimum mobilization fee of two (2) hours. A mobilization fee will also be paid if the VDOT representative changes the schedule and fails to contact the Contractor, two (2) hours prior to start time. In the event the Contractor does not have all the equipment or personnel and in the event of adverse weather conditions, the Contractor shall contact (by telephone) the Area Headquarters it is to report to (at 7:00 a.m.) for further instructions. Failure shall exempt the Contractor from the mobilization fee. 10. The Contractor will be paid for hours worked only. In the case of breakdowns (due to Contractor's equipment failure) meals, breaks and travel to and from VDOT, the Contractor shall not be paid. 11. The Contractor shall be capable of commencing work within 20 calendar days after the award of the contract. 12. The Department shall have the right at all times to be advised, at its request, as to the status and details of work being done by the Contractor. Coordination will be maintained by the Contractor and the VDOT designee. The Department reserves the right to perform any type of highway maintenance within the limits of the ditch cleaning operations. The issuing office shall determine whether any addendum should be issued as a result of any questions or other matters raised. Pre-Bid meeting: An optional virtual pre-bid conference will be hosted by the Contract Officer. The purpose of this conference is to allow potential bidders an opportunity to present questions and obtain clarification relative to any facet of this solicitation. While attendance at this conference will not be a prerequisite to submitting a bid, bidders who intend to submit a bid are encouraged to attend. The conference will begin promptly at the time indicated. At the start of the conference the Contract Officer will conduct an attendance roll call to identify the individuals participating. The Commonwealth will make the award on Total Sum basis to the lowest responsive and responsible bidder. The purchasing office reserves the right to conduct any test it may deem advisable and to make all evaluations. The Commonwealth also reserves the right to reject any or all bids, in whole or in part, to waive informalities and to delete items prior to making the award, whenever it is deemed in the sole opinion of the procuring public body to be in its best interest.
