Site work and paving for a mixed-use development in Menomonie, Wisconsin. Completed plans call for site work for a playground / park / athletic field; for paving for a playground / park / athletic field; road / highway; road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

Each proposal shall be accompanied by a bid bond of a bonding company duly authorized to do business in the State of Wisconsin in an amount equal to five percent (5%) of the proposal. This proposal guarantee shall be subject to forfeiture as provided by law. When submitting an electronic bid, Bidder is required to deliver the original bid bond within 72 hours of bid opening to Cedar Corporation. Project bid documents must be downloaded online which will add your company to the Plan Holder List and allow access to vBid online bidding for the submittal of your bid. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. This project is part of a Local Road Improvement (MSILT) Program, which consists of roadway reconstruction of the existing street including hot mix asphalt pavement, granular subbase, crushed aggregate base course, common excavation, concrete sidewalk, concrete curb and gutter, pavement markings, signage, and site restoration. The project is also funded in part with a WisDNR Safe Drinking Water Fund. Federal Davis-Bacon Act wage rates are applicable to this project per Federal Labor Provisions (4010). Attention of bidders is particularly called to the requirements as to condition of employment to be observed and minimum wage and fringe rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. We encourage MBEs, DBEs, and WBEs to submit bid proposals. The solicitation of subcontractors must evidence a good faith effort to obtain bids from MBEs, DBEs and WBEs, such efforts to be documented. The Contract shall be subject to wage rates established by the Federal Davis-Bacon Act. Information explaining other prevailing wage rate laws that may apply to this work is included in the project specifications. The successful bidder will be required to conform to the wage requirements prescribed by the Federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and sub-contractors performing on contracts funded in whole or in part with federal funds in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area." Minimum salaries and fringes to be paid on the project shall be in accordance with the prevailing wage rate scale established by the Federal Department of Labor (DOL). Attention is called to the fact that not less than the minimum salaries and fringes set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applications for employment are not discriminated against because of their race, color, religion, sex, national origin, or other protected class. Federal Labor standards program laws, including, but not limited to the Davis Bacon Act, the Copeland Anti Kickback Act, and the Contract Work Hours and Safety Standards Act will apply to all projects. Any contract or contracts awarded under this invitation for bids may be funded in part by the Wisconsin Department of Natural Resources Safe Drinking Water Fund Program. Neither the State of Wisconsin nor any of its departments, agencies, or employees is or will be party to this invitation for bids or any resulting contract. This procedure is subject to the grantee's policy regarding the increased use of minority and women's businesses. The grantee's policy requires all bidders to undertake specified affirmative efforts. At least 15 days prior to bid opening, the bidder needs to contact five MBEs and five WBEs to solicit bids. To comply with the requirements, the grantee requires documentation of all contacts on the contact forms included in the specification. The contact forms need to be submitted with the bid. We encourage MBEs and WBEs to submit bid proposals. Domestic Preference. This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States. The following waivers apply to this Contract: BABAA De Minimis, Small Grants, and Minor Components. Proposals shall not be withdrawn for a period of 60 days after the date of opening. The City of Menomonie reserves the right to reject any or all of the proposals and to waive any informalities therein. It is understood that this project will consist of the reconstruction of a section of Pine Avenue and associated underground utility lines, beginning at its intersection with Wilson Street and extending approximately 1/3 mile east to Wakanda Park Road, in the City of Menomonie, Wisconsin. The reconstructed road will consist of asphalt pavement. The grade and alignment of the reconstructed roadway will be similar to existing. This project will also include the installation by open cut trenching of a water main and a sanitary sewer line bearing at depths of about 9 and 12 feet below ground surface, respectively. No other design details were provided. The project site is in an area developed with residential housing and public parks and sports fields. The topography along the project route may be considered rolling, with an elevation difference of about 30 feet as indicated on the Plan and Profile sheets provided. A description of the subsurface conditions encountered at the test boring locations is shown on the Soil Boring Logs. The lines of demarcation shown on the logs represent an approximate boundary between the various soil classifications; however, some variation is expected. It must be recognized that the soil descriptions are considered representative estimates for the specific test hole location, but those variations may occur between and beyond the sampling intervals and boring locations. Soil depths, pavement, fill and layer thicknesses, and demarcation lines can be utilized for preconstruction planning, but should not be expected to yield exact and final quantities. A summary of the major soil profile components is described in the following paragraphs.
