The City of Monmouth, IL (Owner) invites sealed Bids for Lead Services Line Replacement, Phase 1, ILSRF L17 6325 for locating the provided list of service connections, identifying and documenting service connection materials, and replacing approximately 275 lead or galvanized service lines, including meeting federal notification requirements; and all materials and equipment; and all materials and equipment, construction, and services inherent to the Work. Bid security at 5% of total Bid. Question Deadline 11/27/2024 at 4:00 PM CT Substantial Completion: within 120 days. Final Completion: within 150 days. Bidding is per the 30 ILCS 500 and 557 and any resulting Contract is subject to applicable provisions of the Illinois Compiled Statutes (ILCS) and municipal codes and ordinances. Project Funding: in part through Illinois State Revolving Fund (SRF). Compliance required with: EPA provisions & policies, regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35 IAC Part 662), Davis-Bacon Act (40 USC 276a through 276a-5), the Employment of Illinois Workers on Public Works Act (30 ILCS 570), Illinois Works Jobs Program Act (30 ILCS 559/20-1), Section 436 of the Consolidated Appropriations Act, 2014, and the federal "Build America, Buy America Act". Certified DBE participation goals: minimum 5% D/MBE & 12% D/WBE applicable to total dollars paid under resulting Contract. Aggregate workforce goals in each trade on all construction work in the covered area: WBE 6.9 percent (Statewide) & MBE 3.3 percent (Warren County). The Illinois Prevailing Wage Act (820 ILCS 130/1-12) applies to the resulting public works Contract and payment of prevailing wages is required. The Davis Bacon Act and Federal Minimum Wage Rates as determined by the United States Department of Labor also apply to this Project per SRF requirements. In case of discrepancy between State prevailing wage rates and Federal wage rates, the higher wage rates shall apply.
