Renovation of a residential development in New York, New York. Completed plans call for the renovation of a residential development.

The New York City Department of Housing Preservation and Development (HPD) is the largest municipal housing preservation and development agency in the United States. HPD's mission is to strategically invest in initiatives that enhance neighborhoods while preserving the stability and affordability of the city's existing housing. Through its Emergency Housing Services (EHS), HPD provides temporary housing for individuals displaced from their primary residences due to circumstances such as fires, disasters, or city-issued vacate orders resulting from health and safety concerns. EHS services include emergency shelter, relocation assistance, case management, counseling, referrals for permanent housing, benefits advocacy, crisis intervention, and connections to community-based services. HPD is seeking proposals from Family Center providers to deliver emergency housing, shelter, and relocation assistance services to individuals registered with HPD as relocatees, in accordance with the Rules of the City of New York, Title 28, Chapter 18. The Family Center facility proposed by the contractor must have the capacity to temporarily house a minimum of 185 people in family units, with each unit defined as a family consisting of one or more adults and one or more minors (under the age of 18). Adults without children are not eligible for temporary housing at the Family Centers. HPD anticipates awarding a minimum of three contracts across the boroughs of Manhattan, Brooklyn, and the Bronx. Each contract will cover citywide services, with the proposer specifying the borough in which the Family Center will be located. Proposals for each borough must be submitted separately. HPD will assign relocatees to specific Family Center sites based on the availability of appropriately sized units for the household and the proximity of the facility to the relocatee's former residence and/or any special needs accommodations. Relocatees may be assigned to a Family Center located in a borough other than the one where they previously resided.
