(DCDC) is seeking proposals from qualified and licensed Class B General Building Contractors to remove and replace all windows, security bars, and surrounding stucco exposing existing studs. Preparation of window openings to receive waterproof flashing material and silicone making sure that the installation of the new window is waterproof and watertight. This project will take place at the Satellite Apartments complex located at 530 N. Stanislaus Street, Stockton, CA 95202. All questions regarding this solicitation must be submitted to the website by 2:00 P.M. on Monday, November 25, 2024. NOTICE OF HUD SECTION 3 ECONOMIC OPPORTUNITY: This may be a Section 3 covered project and may be subject to the requirements of Section 3 of the HUD Act of 1968. DCDC encourages participation by certified HUD Section 3 businesses, as well as, minority-owned and women-owned businesses, and disabled veteran business enterprises. 1.0 DCDC'S RESERVATION OF RIGHTS: 1.1 The DCDC reserves the right to reject any or all proposals, to waive any informalities in the RFP process, or to terminate the RFP process at any time if deemed by DCDC to be in its best interest. 1.2 DCDC reserves the right not to award a contract pursuant to this RFP. 1.3 DCDC reserves the right to terminate a contract awarded pursuant to this RFP, at any time for its convenience upon ten (10) days written notice to the successful proposer(s). 1.4 DCDC reserves the right to determine the work schedule and locations where the successful proposer(s) shall provide the services described in this RFP. 1.5 DCDC reserves the right to retain all proposals submitted and not permit withdrawal for a period of 60 days subsequent to the deadline for receiving proposals without the written consent of DCDC. 1.6 DCDC reserves the right to negotiate the fees proposed by the proposer entity as described in Section 6.5 of this RFP. 1.7 DCDC reserves the right to reject and not consider any proposal that does not meet the requirements of this RFP, including, but not necessarily limited to, incomplete proposals and/or proposals offering alternate or non-requested services. 1.8 DCDC shall have no obligation to compensate any proposer for any costs incurred in responding to this RFP. 1.9 DCDC shall retain the right to make an award to more than one proposer. 1.10 DCDC shall reserve the right to, at any time during the RFP or contract process, prohibit any further participation by a proposer or reject any proposal submitted that does not conform to any of the requirements detailed herein. 2.0 SCOPE OF PROPOSAL/GENERAL SERVICES: Delta Community Developers Corp. (DCDC) is seeking proposals from qualified and licensed Class B-General Building Contractors to obtain permits, remove all windows, security bars, and surrounding stucco exposing existing studs. Prepare window opening to receive waterproof flashing material and silicone making sure that the installation of the new window is waterproof and watertight. The Contractor is to install "Jeld-Wen" Flush Fin Windows (or equivalent) that meet Title 24 requirements for exterior windows. Continue application of waterproof flashing to finish the waterproofing of the window installation. Additionally, the Contractor is to install a stucco patch around window openings to match the existing stucco style and paint to match. The Contractor is to perform all standard applications for the above installation per construction standards and California Building Codes (CBC) and Universal Building Codes (UBC) requirements. Lastly, the Contractor is to install security egress window bars on the ground floor windows. Security bars will meet the City of Stockton Fire Department's approvals for egress. The installation of new windows and security egress bars will take place at the Satellite Apartments complex located at 530 N. Stanislaus Street, Stockton, CA 95202. 2.1 The total approximate apartment building square footage is 7,500 SF, see attached architectural "As Built" plans pages G100 through A501 (Attachment N). NOTE: The Contractors are responsible to field verify before submitting proposals. 2.2 The Contractor will be aware of the current Asbestos/Lead-Based reports one for the interior (Attachment L) and one for the roof (Attachment M) prepared by Stockton Environmental. The Contractor shall comply with abatement measures according to the reports. 2.3 The Contractor is to follow egress bars appurtenances according to Attachment N for a safe egress release for bars that protect ground floor egress windows. 2.4 The Contractor shall be responsible for obtaining all applicable required permits from the City of Stockton Building and Fire Departments (Lead Agency) throughout the construction period up to the building permit final approval and acceptance from the architect, DCDC Staff, and the City of Stockton Building and Fire Departments. DCDC will pay any fees associated with the building permit and/or any additional fees as agreed upon through the project. 2.5 Demolition and/or Access Penetrations of Existing Material(s): The Contractor shall furnish all labor, equipment, and services, to complete all associated physical work for the removal and lawful disposal and/or penetration requirements of existing building materials to create and/or expose surround widow studs for the installation of the new "Jeld-Wen" Flush Fin Windows (or equivalent). Any additional abatement, material removal costs, dumping fees, and reporting associated with these operations will be included in the total proposal submitted by the Contractor. 2.6 Window Quantities provided will be field verified by the Contractor and included within their proposal: 2.5.1 First Level: o 5040 Egress "Jeld-Wen" Flush Fin Windows (or equivalent) (approximate size and quantity to be field verified by the Contractor) = 18 Windows o 5040 Security Egress Security Bars. Design to be provided by the Contractor and approved by City of Stockton Building and Fire Departments and DCDC Staff. o 3020 Bathroom "Jeld-Wen" Flush Fin Windows (or equivalent) (approximate size and quantity to be field verified by the Contractor) - 13 Windows o 3020 Security Bars. Design to be provided by the Contractor and approved by City of Stockton Building and Fire Departments and DCDC Staff. o NOTE: Refer to Window Schedule of Attachment N (The Contractor is to field verify.) 2.5.2 Second Level: o 5040 Egress "Jeld-Wen" Flush Fin Windows (or equivalent) (approximate size and quantity to be field verified by the Contractor) = 18 Windows o 3020 Bathroom "Jeld-Wen" Flush Fin Windows (or equivalent) (approximate size and quantity to be field verified by the Contractor) - 13 Windows o NOTE: Refer to Window Schedule of Attachment N (The Contractor is to field verify.) 2.5.3 Construction Review: o The City of Stockton Building Department will be the Lead Agency responsible for the plan approval, building permit, site inspections, and ultimate construction final approvals. o The City of Stockton Fire Department will be the Co-Lead Agency responsible for the fire plan approval, building permit, site inspections, and ultimate construction final approvals. o Delta Community Developers Corp. (DCDC) is the owner of the apartment complex and will be the final approver of any submittal and/or final inspections. 2.5.4 Permits: Fees associated with any permit will be obtained through the Contractor and fees will be paid by DCDC.
