(DCDC) is seeking proposals from qualified and licensed B General Contractors to remove and install new entry doors at the Satellite Apartments complex located at 530 N. Stanislaus Street, Stockton, CA 95202. All questions regarding this solicitation must be submitted to the PublicPurchase.com website by 2:00 P.M. on Monday, November 25, 2024. NOTICE OF HUD SECTION 3 ECONOMIC OPPORTUNITY: This may be a Section 3 covered project and may be subject to the requirements of Section 3 of the HUD Act of 1968. DCDC encourages participation by certified HUD Section 3 businesses, as well as, minority-owned and women-owned businesses, and disabled veteran business enterprises. 1.0 DCDC'S RESERVATION OF RIGHTS: 1.1 The DCDC reserves the right to reject any or all proposals, to waive any informalities in the RFP process, or to terminate the RFP process at any time if deemed by DCDC to be in its best interest. 1.2 DCDC reserves the right not to award a contract pursuant to this RFP. 1.3 DCDC reserves the right to terminate a contract awarded pursuant to this RFP, at any time for its convenience upon ten (10) days written notice to the successful proposer(s). 1.4 DCDC reserves the right to determine the work schedule and locations where the successful proposer(s) shall provide the services described in this RFP. 1.5 DCDC reserves the right to retain all proposals submitted and not permit withdrawal for a period of 60 days subsequent to the deadline for receiving proposals without the written consent of DCDC. 1.6 DCDC reserves the right to negotiate the fees proposed by the proposer entity as described in Section 6.5 of this RFP. 1.7 DCDC reserves the right to reject and not consider any proposal that does not meet the requirements of this RFP, including, but not necessarily limited to, incomplete proposals and/or proposals offering alternate or non-requested services. 1.8 DCDC shall have no obligation to compensate any proposer for any costs incurred in responding to this RFP. 1.9 DCDC shall retain the right to make an award to more than one proposer. 1.10 DCDC shall reserve the right to, at any time during the RFP or contract process, prohibit any further participation by a proposer or reject any proposal submitted that does not conform to any of the requirements detailed herein. 2.0 SCOPE OF PROPOSAL/GENERAL SERVICES: Delta Community Developers Corp. (DCDC) is seeking proposals from qualified and licensed Class B-General Building Contractors to remove and install new entry doors at the Satellite Apartments complex located at 530 N. Stanislaus Street, Stockton, CA 95202. 2.1 The Contractor will be aware of the current Asbestos/Lead-Based reports one for the interior (Attachment L) and one for the roof (Attachment M) prepared by Stockton Environmental. The Contractor shall comply with abatement measures according to the reports. 2.2 The Contractor shall be responsible for obtaining all applicable required permits from the City of Stockton Building Department throughout the construction period up to the building permit final approval and acceptance from the architect, DCDC Staff, and the City of Stockton Building Department. DCDC will pay any fees associated with the building permit and/or any additional fees as agreed upon through the project. Permits will be obtained through the Contractor and fees will be paid by DCDC. 2.3 Door Replacements: The Contractor is to remove and replace all unit entry doors including 18 studio units and 12 one-bedroom units. The Contractor is also to remove and replace the doors of a laundry room, a community room and a storage room, which are connect by two (2) internal doors and have two (2) external doors with commercial grade doors. The Contractor also is to include door hardware per door schedule on A601 (Attachment N). This work is to include but not be limited to: 1. Residential entry doors are to be Jeld-Wen hollow metal exterior rated, single-flush panel, frame included, 20 min-fire rated, and factory primed and painted, or equivalent. With the dimensions of 3' 0" x 6' 8". Doors are to include viewers installed at 54". The Contractor is to submit the proposed door substitution with RFP response for evaluation and approval. 2. Swing and direction of door openings are per floor and unit layouts per the architectural plans (Attachment N). 3. Field verify all door counts, rough openings, and dimensions prior to ordering and fabrication. 4. Install doors per manufacturer's instructions. Self-adhered waterproofing flashing tape is to be used such as Fortiflash or equivalent. 5. Doors are to include weather stripping and thresholds. At first-floor units door thresholds are to be ADA compliant. 6. Hardware is to include hinges, locks, and handles. A sample of door hardware is to be submitted to DCDC for approval prior to procuring. 7. The Contractor is to check openings to be square and level before installation. Shims are to be used during installation to ensure the door is level and plumb. 8. Trim to be installed at the interior and exterior of the door opening and sealed with exterior rated caulking. 9. Submittals: product specifications and samples are to be submitted to the architect and DCDC for review prior to ordering. 10. The Contractor shall coordinate with the property manager and DCDC project manager regarding when each door is to be replaced so that required notification is given to the tenants. It is assumed work will be replaced in one day and units will be secured and lockable utilizing temporary locksets if necessary for tenant safety. 2.4 Demolition of Existing Material(s): The Contractor shall furnish all labor, equipment, and services, and complete all associated physical work for the removal and lawful disposal of existing building materials for the installation of new unit entry doors. Any additional abatement, material removal costs, dumping fees, and reporting associated with these operations will be included in the total proposal submitted by the Contractor. 2.5 Warranties: The Contractor shall furnish all necessary labor and materials to repair or replace defective items at no cost to the owner. The Contractor is to provide warranties for the following: o Manufacturer warranty for new entry doors and all associated equipment including but not limited to hardware, gaskets, thresholds, and other integral components - 12-month warranty starting from the date of acceptance. o Workmanship to cover any defects or issues arising from the installation process - 12-month warranty starting from the date of acceptance.
