The Alameda County Water District (ACWD or District) invites your firm to submit a proposal to provide professional engineering services in support of the Desal Foundation Fieldbus (FF) Replacement and Programmable Logic Controller (PLC) Upgrades Project. Questions may be submitted by potential bidders up until the due date for Questions, however responses will not be posted until after the RFP bidding documents are posted. The District operates a Brackish Water Desalination Facility that produces potable water. The Facility is equipped with a PLCbased monitoring and process control system. This Project will upgrade the existing Programmable Logic Controller (PLC) program, utilizing the Modicon Control Expert programming environment; upgrade/replace the existing Modicon Quantum PLC with a Modicon M580 PLC system; replace the existing Foundation Fieldbus (FF) instrumentation equipment with District-standard instrumentation equipment; and provide asbuilt control system and network documentation (CAD drawings, manuals, etc). Because of the critical and timesensitive nature of the work, ACWD is seeking professional engineering services from a firm that can furnish a highly experienced and qualified team that will be responsible for designing the PLC hardware upgrade and FF replacement, coordinate PLC hardware integration with the District's new SCADA system, and commission the new system within the Project schedule requirements.
