Box 368 1 Governmental Ave. Havelock, NC 28532 Fax: 252-447-0126 Email: Bids@havelocknc.us For questions in regards to the bid specifications, the City requires and only responds to questions submitted in writing and sent via email to: Bids@havelocknc.us City will respond no later than 2:00 PM (EST) on Tuesday, December 10, 2024. Questions must be received by 2:00 PM (EST) on Tuesday, December 3, 2024. The City of Havelock reserves the right to reject any or all proposals and to purchase items from the state contract in the efforts to award the contract to the bidder it deems to be for the best interest of the City. Replace the Westbound asphalt roadway in front of 203 Webb Blvd in the City of Havelock. The Westbound asphalt roadway at 203 Webb Blvd is to be replaced as noted in section 3 of this scope of work. The area of replacement will be 17' wide by 110' long. There are seven one-foot square depressions within this section of asphalt which have developed by the use of well pointing during a previous utility project. See Figure 5. The seven well point holes are to be located and bored utilizing a 6" auger bit by a minimum of 6' deep. All seven well point holes shall be compacted to 98% standard proctor in eight-inch lifts to 50% of the existing well point hole utilizing engineered select fill. Upon reaching 50% of the well point hole excavatable flowable fill is to be utilized to fill the remainder of the well point hole to the elevation of the foundation base. See figure 4. A section of the concrete driveway from 203 Webb has been extended into the Westbound asphalt; this section of concrete is to be saw cut straight and removed and replaced utilizing asphalt. All pavement restoration shall adhere to section 3, Pavement Restoration and Contractors Responsibilities, within this scope of work. The City of Havelock shall not be held responsible for omissions or errors in description. The contractor is to supply all labor, materials, and equipment to complete this project, unless otherwise specified in writing. The contractor will be responsible for any and all locating services and verifying. Any damage to any utilities during the course of this project will be the responsibility of the contractor to repair and restore to service. The contractor shall be responsible for all traffic control during the utility cut repairs. A site visit is not mandatory but highly recommended. Contractors Responsibilities: a. The area to be utilized for equipment staging shall be the gravel parking lot at the Boys and Girls Club at 199 Webb Blvd, Havelock, NC. 28532. See Figure 3. b. The contractor shall be responsible for all traffic control. A traffic control plan shall be supplied to the City of Havelock before this project shall begin. c. The seven well point holes shall have a 1'X1' square cut around the depression and the asphalt removed from this area. The square cut coupons and compaction of the well point holes is to be completed before the 17'X110' area of asphalt pavement is removed. See figure 5. d. The seven well point holes shall be bored to a 6" diameter hole by a minimum of 6' deep and compacted to 98% standard proctor in eight-inch lifts utilizing engineered select fill to 50% of the depth. The remainder of the well point hole shall be filled utilizing excavatable flowable fill to the elevation of the foundation base. See figure 4. e. The pavement edge shall be defined by a straight edge formed by a machined saw cut. The area to be saw cut shall be from the center crown in the Westbound Lane of Webb Blvd to the shoulder, approximately 17'. The total length of the saw cut shall begin at the existing pavement restoration line and extend 110' to the West within the Westbound Lane. See Figure 1. f. The entire depth of the pavement within the machine saw cut area shall be removed from the roadway, exposing the foundation base. g. The removed asphalt pavement and concrete shall be hauled, and disposed of in accordance with all local, state, and federal requirements. h. The entire foundation base shall be static rolled utilizing a smooth drum roller to ensure 98% standard proctor compaction within the foundation base. i. The entire thickness of the vertical edge of the cut shall be tacked utilizing asphalt tack coat in accordance with section 605 of the NCDOT standard specifications for roads and structures. j. The same depth of pavement material which exists shall be reinstalled, but in no case shall the asphalt be less than 3" thick. k. The asphalt pavement shall be installed and compacted thoroughly and rolled with a smooth drum roller to achieve a smooth, level asphalt pavement. l. The asphalt shoulder shall be straight, level and even. Top soil shall be utilized for shoulder treatment and shall begin at the same elevation as the newly installed asphalt pavement transitioning into the shoulder on a 3 to 1 slope. The shoulder treatment shall be seeded and straw placed on top.
