Renovation of a residential development in Plains Twp, Pennsylvania. Completed plans call for the renovation of a residential development.

As of December 18, 2024, bids received were rejected. Project will be rebid but no definite date yet. The Contractor shall be solely responsible for the protection of their work and the safety ofthe public. The buildings will be occupied during construction. The Contractor shall install signage, barricades, fencing and/or any protection device as required for the public health, safety, and welfare. The Contractor shall provide and maintain adequate flashing devices from sunset to sunrise for the duration of all construction activities. All safety and protection shall be in strict accordance with Occupational Safety and Health Administration (OSHA), Local, State, and/or Federal laws and codes. Boulevard Townhomes Hot Water Heater and Furnace Replacement Project The prospective contractors are urged to visit the site to familiarize themselves with the site conditions and review the Scope of Work and construction documents. All bids shall be accompanied by a certified check or a Bid Bond made payable to the Wilkes-Barre Housing Authority with corporate surety in an amount of not less than ten (10%) percent of the Bid as a guarantee that the bidder will execute the Contract if awarded the same. The surety Bond, Bid Bond, and the attorney-in-fact that executes the Bond on behalf of the surety shall affix to the Bond a certified and current copy of the Power-of-Attorney. If the bid is not accepted, the Bid will be returned to the Bidder. In the event the Bidder fails, within ten (10) days after Notice of Award, to sign the contract or fails to comply with the bonding or insurance requirements hereinafter stated, the good faith deposit (BID BOND) shall be forfeited to the Housing Authority as Liquidated Damages. Within ten (10) days after the Notice of Award, the successful bidder shall execute the agreement between the owner and the Contractor. Within three (3) days following the date of execution of the Contract, the successful bidder shall deliver the Performance Bond and Payment Bond, each in the amount of 100% of the Contract Sum, and a Certificate of Insurance in the amounts specified. The Bonds shall be included in the Bid. The Bidder shall require the Attorney-In-Fact that executes the required Bonds on behalf of the surety to affix thereto a certified and current copy of the power of Attorney. Attention is called to the provisions for Equal Employment Opportunity and the payment of not less than the minimum salaries and wages set forth in the Contract Documents must be paid on the project. All contractors and subcontractors will be required to adhere to Section 3 of the Housing and Urban Development Act of 1968 as amended. The successful bidder shall pay all required taxes. The agreement shall include a stipulation that Liquidated Damages will be paid in the amount of $200.00 / consecutive calendar day following the deadline date as set forth in the Owner / Contractor Agreement will be paid to the Owner. The Contract Time shall be 360 consecutive calendar days from the Notice to Proceed. If any person contemplating submitting a Bid for the performance of the Work is in doubt as to the true meaning of any part of the Contract Documents, he may submit to the Architect/Engineer a written request for interpretation thereof no later than five (5) days before bids will be opened. The person submitting the request shall be responsible for its prompt delivery. The successful Bidder shall be required to obtain and pay the costs of all applicable construction licenses and permits and shall submit copies of said permits to the Architect prior to commencing the work. No bid will be considered which fails in any respect to comply with the terms of the Bid Conditions and Contract Documents. Wilkes-Barre Housing Authority reserves the right to accept or reject any or all bids and to waive any informality in the bidding. No bid shall be withdrawn for a period of Ninety (90) days subsequent to the opening of the bids, without consent of the Wilkes-Barre Housing Authority.
