Type of Service: NTUA is hereby issuing this RFP to solicit proposals from qualified O&M contractors to provide for all on-site and remote maintenance, service, upkeep, monitoring and all other services required to successfully maintain and operate the Kayenta I & II facilities as further described in the Scope of Work in Section III and the attached exhibit as well as the proposed form O&M agreement as described below and in accordance with the underlying power purchase agreements and loan agreements. The folder invite/link must contain two separate folders as follows. All future communications and updates, after submission, shall be uploaded to the shared folder. An Original proposal (marked 'Proposal - Original') via the SharePoint folder link. Total proposal informational materials shall be limited to 50 pages (single-sided) in length. Any supporting documentation and supplemental information may be included in subsequent appendices and shall not count against the page limit. Each page of the proposal shall include the company name and page numbering. One Original cost (marked 'Cost -Original') estimate, not included in the same subfolder as the proposal, clearly marked, to be opened only after determining the proposal satisfies the requirements of this RFP. Each page of the cost estimate shall include the company name and page numbering. The cost methodology must be clear and presented in a manner that considers the Scope of Work, additional services, or other terms and conditions of the O&M contract, must detail any proposed escalation rates, and cannot be modified, unless there is a change in the NTUA requirements after the RFP submission, once Proposers, if selected, submit their "best and final offer" ("BAFO"). Proposers may provide cost proposals for additional services offered by Proposers that are not in the Scope of Work, which will be considered in the scoring process, but Proposer must provide pricing for all services described in the Scope of Work. Rejection of Proposals: NTUA reserves the right to reject any or all Proposals and to waive informalities in the Proposals received whenever such rejection or waiver is in the best interests of NTUA. NTUA reserves the right to reject any proposal based on deficient past performance, including projects conducted with NTUA, other Navajo Nation agencies, the federal, state, or local governments, or any commercial project. Award of Contract: Upon selection, a purchase order, together with a negotiated agreement of the terms and conditions (Agreement) will be prepared between NTUA Generation, Inc., and the successful proposer. The terms of the proposal submitted by the Proposer(s) may also become part of the contract. Site Visit: Due to the unique conditions on site and the geographic location of the facilities, no waiver of site visit or waiver of site conditions will be accepted. All individuals must sign in, provide their full name, the name of the Proposer they represent, and must complete an on-site safety briefing before being permitted to attend the site inspection. See Kayenta Solar site map at Attachment A for the location of where to meet for the site visits. Questions may be asked during the site visit but only questions submitted in writing as described above will be formerly answered and become part of the RFP proposal.
