Project No: DCKA-2015-C-0078 H Street Bridge over RR. (North Capitol to 3rd) - Construction The following requirements have been established for the Project: (1) Replace the existing H Street Bridge with a durable, inspectable and maintainable structure; (2) Construct a replacement bridge that meets the requirements of this RFP for vehicle travel lanes, pedestrian sidewalk, streetcar operations, utilities, intersections and connections to existing driveways; (3) Maintain worker and public safety during construction; (4) Minimize impacts to residents, businesses and the traveling public; (5) Provide a bridge that will meet Amtrak requirements for existing rail operations, that accommodates the Washington Union Station Expansion Project and that will support future new connections to proposed adjacent real estate developments; (6) Complete all work requiring a shutdown of DC Streetcar operations in less than 30 contiguous Calendar Days; and (7) Achieve Final Completion within 1825 Calendar Days following NTP1. General Description The District Department of Transportation (DDOT), in conjunction with the Federal Highway Administration (FHWA), is proposing to replace the H Street Bridge (DDOT Bridge #0529, also known as the Hopscotch Bridge), which spans over the Northeast Corridor at MP 135.56 at the Amtrak railyard just north of Washington Union Station, between North Capitol Street and 3rd Street NE in the District of Columbia (Figure 1). Revise date for "Price Proposal Due Date" from April 25, 2025 The project corridor is approximately 2,000 feet long, from the centerline of North Capitol Street at the west, to the east of 3rd Street NE at the east (Figure 2). Central to the corridor is a 1,442- foot long bridge over 1st Street NE, the Washington Metropolitan Area Transit Authority (WMATA) Red Line (two tracks), the Amtrak railyard (23 tracks and platforms that includes Maryland Area Regional Commuter (MARC) commuter rail services, Virginia Railway Express (VRE) services and Amtrak rail services), and 2nd Street NE (Figure 3). West of 1st Street NE are three enclosed bridge spans that are used by DDOT for materials storage (that have been cleared in preparation for this project) and east of 2nd Street NE is a single enclosed span that is used to house a traction power substation (TPSS) for DC Streetcar (that is to remain in operation throughout construction). The H Street underpass runs between 1st Street, NE and 2nd Street, NE beneath the Amtrak railyard. The underpass is sealed at each end and is currently used by Amtrak for materials storage and vehicle parking (that will be cleared prior to construction), and access to the REA Building underground parking garage (that is to remain accessible throughout construction). Access to the underpass is through roller shutter doors at 1st Street, NE and 2nd Street, NE. The east and west approaches to the bridge are built on embankment between retaining walls. The bridge carries two lanes of traffic in each direction on the eastern approach with three lanes over the remainder of the bridge. One streetcar track operates in the median from 3rd Street, NE to a streetcar station platform located on the top of the bridge. There are two bus stops located on top of the bridge with a third on the eastern approach adjacent to 3rd Street, NE. Three vehicular and pedestrian ramps are connected to the south side of the bridge that provide access to the Union Station parking garage, the Union Station bus parking deck, and loading docks for the Station Place building and Union Station. The scope of the Project is to reconstruct the H Street Bridge to near-existing dimensions. The construction activities include (note pier numbering refers to existing bridge piers): (1) Replacement of the entire bridge superstructure from Pier 3 at the west side of 1st Street NE to Pier 12 at the east side of 2nd Street NE, which includes the bridge deck and all supporting steel girders between the piers; (2) Replacement of the bridge piers and the foundations within the rail yard between 1st Street NE and 2nd Street NE; (3) Replacement of the concrete bridge deck west of Pier 3 and east of Pier 12; (4) Replacement or rehabilitation of the supporting steel girders west of Pier 3 and east of Pier 12 (rehabilitation of the existing steel girders will also require adjusting their elevation to accommodate a streetcar track pocket); and (5) Rehabilitation of the existing abutments, Pier 1, Pier 2, Pier 3 and Pier 12. The bridge travel lanes, sidewalks and streetcar operations will be reconstructed close to existing conditions so that the new bridge will: (1) Provide Amtrak-accepted clearances above existing and planned future tracks and platforms. (2) Provide new bridge piers and foundations in locations that accommodate existing and planned future tracks and platforms and concourse. (3) Provide WMATA clearances above existing tracks. (4) Match the elevations of existing vehicular ramps and walkways that connect to the bridge. (5) Maintain existing approach grades of 7% on the west from North Capitol Street and 5.75% on the east from 3rd Street NE. (6) Accommodate future intersections for the proposed Washington Union Station Expansion Project and Burnham Place development. (7) Provide new streetcar tracks and platform that is ADA compliant and will accommodate future expansion of DC streetcar. The bridge will be constructed within existing right of way and in accordance with the Standard Specifications for Highways and Structures (DDOT, 2013). There are limited areas available for a construction yard and laydown of materials within the project corridor. DB Contractor, therefore, will need to identify and secure an off-site construction yard and maximize use of just-in-time delivery of materials and components. The DB Contractor will also be required to identify and lease a co-located office space that is within two city blocks of the project corridor. An overall DBE subcontracting goal of 22.19 percent
