Disclaimer: IN ORDER FOR YOUR BID TO BE CONSIDERED A LEGAL BONAFIDE BIDDER ON THE PROJECT, DOCUMENTS MUST BE PURCHASED FROM REMINGTON, VERNICK ENGINEERS DIRECTLY NO BIDS ARE TO BE DROPPED OFF AT THE ENGINEER'S OFFICE. The City of Absecon reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the City of Absecon in accordance with applicable law. Bids must be on the bid form prepared by Remington and Vernick Engineers, in the manner designated therein and required by the specifications, must be enclosed in sealed envelopes bearing the name and address of the bidder on the outside and also bearing on the outside reference to the particular work bid upon. Said bids shall be addressed to Carie A. Crone, City Clerk, City of Absecon, 500 Mill Road, Absecon, New Jersey 08201. Each bid shall be accompanied by a certified check, cashier's check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by the City of Absecon in an amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the amount bid. Any such bid bond shall be without endorsement or conditions. Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond. The award of the contract shall be made subject to the necessary moneys to do the work being provided by the City of Absecon in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the City of Absecon in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 (Affirmative Action), N.J.S.A. 34:11-56.25 et seq.(New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. S12101, et seq.). The contractor is further notified that he must comply with N.J.S.A. 52:25-24.2, and submit a Disclosure Statement listing stockholders with his bid. The contractor is further notified that he must comply with N.J.S.A. 34:11-56.48 et seq. Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act. The contractor is also further notified that he must comply with N.J.S.A. 52:32-44 and submit proof of business registration and submit proof of business registration for any named subcontractors in accordance with the act. In general, the scope of work for this project includes the installation of Cured-in-Place Pipelining (CIPP) for the sanitary sewer pipe on Meadowview Avenue and Spartan Lane located in Absecon, NJ. More specifically, the improvements shall consist of the following: o Installation of CIPP in the following locations of existing 8" polyvinyl chloride sanitary sewer pipe on Meadowview Avenue (see Appendix A for detailed map of CIPP locations): 1. Manhole M-0 to manhole M0-A (180 L.F.) 2. Manhole M0-A to manhole M1 (305 L.F.) 3. Manhole M0-A to manhole M0-A1 to pump station wet well on Spartan Lane (185 L.F.) o Manhole Rehabilitation on Meadowview Avenue and Spartan Lane (see Appendix A for detailed map of manhole rehabilitation location). o Bypass Pumping, as required. o Infiltration control, as needed o Cleaning and Televising post construction. o All other work incidental to the proposed improvements contained in the plans and specifications or directed by the Engineer. It should be noted that the sanitary pump station on Spartan Lane does not have a bypass assembly. Contractor shall take this into account when determining their bid price for bypass pumping. It should also be noted that the sanitary sewer service area of contributing flow to the pump station on Spartan Lane includes, at a minimum, all properties along Meadowview Avenue, Spartan Lane and Holy Spriit High School, and may also include the Oyster Bay apartment complex. The contractor is responsible for the location of all utilities and to schedule all work involved with utilities. Any cost related to this coordination shall be included in the proposal. Traffic Control will be required during construction, most notably for any work that encroaches into New Road (state Route 9). The above scope of work outlines the general items and distribution of work and shall not be construed as being all inclusive. Appendix A "Project Limits Map", with detailed information on the improvements proposed in the City of Absecon, Atlantic County, New Jersey, is appended hereto and are made part of these specifications.
