PRESOLICITATION NOTICE THIS CONSTRUCTION SERVICES PRESOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). CONTRACTORS SHOULD NOT SUBMIT FORMAL PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE. This acquisition is a 100% Set Aside for Certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). Prospective Contractors are cautioned that a proposal submitted in response to this solicitation must meet the criteria identified in VAAR Clause 852.219-73, VA Notice of Total Set-Aside for Certified Service-Disabled Veteran-Owned Small Businesses (JAN 2023) (DEVIATION). In the case of a contract for General Construction, the contractor will not pay more than 85% of the amount paid by the government to it to firms that are not certified SDVOSBs listed in the SBA certification database as set forth in 852.219-73. Any work that a similarly situated subcontractor further subcontracts will count towards the 85% subcontract amount that cannot be exceeded. Cost of materials are excluded and not considered to be subcontracted. PROJECT INFORMATION/STATEMENT OF TASK: The project is located in the Main Hospital, on the campus of the Birmingham VA Medical Center (BVAMC) located at 700 19th Street South, Birmingham, AL 35233. The hospital provides both inpatient and outpatient services to military veterans that live in north central Alabama and surrounding areas. The hospital currently provides 139 beds for inpatient care. The purpose of this construction project is to correct critical medical gas system deficiencies by replacing/upgrading aging equipment and controls. The contractor shall provide all required services for the completion of project 521-21-106, Replace/Upgrade Medical Gas System per contract drawings and specifications dated July 7, 2023. The project will include upgrades to the controls, mechanical, and electrical systems to ensure that the BVAMC can operate and maintain a reliable and efficient medical gas system. One or more of the items under this acquisition will likely be subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.
