Site work and paving for a road / highway in Santa Fe, Texas. Conceptual plans call for site work for a road / highway; and for paving for a road / highway.

In preparing a response to this Request for Qualifications (RFQ), the Engineer shall address the following specific components that should be included in the scope of work. The scope of work is to convert Warpath Avenue from an asphalt street to a concrete street from State Highway 6 to 6th Street in Santa Fe, Texas. The design and construction of the concrete street will adhere to the City of Santa Fe's standards, attached as a separate document. It is the desire of the Santa Fe Economic Development Corporation to have the construction for the project commence in May of 2025 and be fully completed prior to the beginning of the new Santa Fe ISD school year, which is expected to occur in mid-August of 2025. Surveying Services The Engineer will set control for the project. The Engineer will perform topographic survey with existing right-of-way and 20 feet beyond right-of-way on each side of the roadway locating fences, power poles, manholes, valves, hydrants and inlets along with other visible structures or utilities within said limits necessary for design. The Engineer will conduct survey services to verify existing right-of-way and easements based on existing maps and surveys and using pins in the front of properties adjacent to the right-of-way. The Engineer will prepare survey control sheets including Index Sheet, Control Maps and Alignment Sheets. These mapping products will be provided in PDF and AutoCAD 3D format. Some recent surveys of the area will be made available to the Engineer by Santa Fe Independent School District. Design Services The Engineer will prepare typical section and proposed schematic layout to review with the City of Santa Fe prior to starting final construction drawings. The Engineer will prepare construction plans for the development of the proposed roadways. Plans will be produced on 22" x 34" plan sheets. Plan sheets will include the following: Cover Sheet Construction Notes Overall Project Layout Typical Roadway Section Plan and Profile Drawings Signage and Striping Storm Water Pollution Prevention Plan Traffic Control Plans Standard Details The Engineer will submit plans to the EDC and to the City of Santa Fe for review and approval. Submittals include 90% and 100% construction plans. An opinion of probable construction cost will be provided with both submittals. The Engineer will research existing public and private utilities and send records requests to CNP, ATT and other local private utility companies. The Engineer will submit drawings to private utility companies and coordinate with private utility companies for relocation of conflicting facilities. The Engineer will obtain utility signatures on drawings as appropriate. The Engineer will prepare project manual including Bid Form, Specification Table of Contents, Special Specifications, Storm Water Pollution Prevention Plan and Summary of Work. The Engineer will attend meetings at City of Santa Fe's offices, virtual meetings, or conference calls as needed. Bidding and Construction Phase Services The Engineer will prepare bid documents using any contract or special provisions provided by the City of Santa Fe. The Engineer will prepare Notice to Bidders and submit to the City of Santa Fe for advertisement. The Engineer will respond to questions from prospective bidders and issue addenda as necessary. The Engineer will attend pre-bid meetings. The Engineer will prepare bid tabulation, complete reference checks, and provide letter of recommendation to the Santa Fe Economic Development Corporation. The Engineer will prepare contract documents for execution. The Engineer will provide construction contract administration services including pre-construction meetings, review of contractor pay estimates, preparation of change orders as applicable, coordination of agency inspections, and communications between the City of Santa Fe and Contractor. The Engineer will provide engineering support during construction including review of RFI's and submittals. The Engineer will attend four (4) site visits and provide report of field observations, attend substantial completion walk-through and provide punch list documentation, attend final inspection to confirm punch list items were addressed, and prepare record drawings based on as-built drawings supplied by the Contractor. The Engineer will provide the services of a construction observer for part-time on-site observation. The Engineer will provide construction materials and geotechnical testing.
