The Quinte Detention Centre (“QDC") project will include a new addition (approximately 126,800 square feet) as an expansion to the existing QDC facilities. To meet the needs of the anticipated inmate population, the QDC expansion will provide 66 new female beds, predominately in double-occupancy cells, consisting of minimum/medium and medium/maximum security housing units, as well as specialized care and health care units. 2. The QDC project is to be delivered under the Design Bid Build (DBB) model and will utilize the CCDC 2 – Stipulated Price form of construction contract with Infrastructure Ontario’s supplementary conditions. 3. The objectives of the peer review process are: Identify, through the review of the contract documents by an independent peer review consultant, elements of the contract documents, that increase the risk of cost premiums and/or schedule delays resulting from post-contract award changes, claims, delays and unforeseeable disruptions to existing QDC operations; and, Assist the Sponsors and Prime Consultant team in developing accurate and complete contract documents with the required level of detail and information to support accurate and complete tender pricing and to minimize the occurrence during construction of contractor requests for information, redesign, change orders, construction work disruptions and delays and disruptions to the operations of the existing QDC facility.
