Renovation of a multi-residential development in San Francisco, California. Completed plans call for the renovation of a 199,355-square-foot, three-story above grade, 193-unit multi-residential development.
The Housing Authority of the City and County of San Francisco (hereinafter, "the Authority"), a public entity, was established by the Board of Supervisors in 1938 to provide federally subsidized housing and housing assistance to low-income families within the City and County of San Francisco. The Authority is headed by a Chief Executive Officer (CEO) and is governed by a seven-person board of commissioners. The Authority is subject to the requirements of Title 24 of the Code of Federal Regulations (hereinafter, "CFR") and the Authority's procurement policy. Though brought into existence by a Resolution of the City and County of San Francisco, the Authority is a separate legal entity. Site Background. Constructed in 2001, Plaza East consists of one hundred and ninety-three (193) units in twenty-two (22) three-story buildings. One hundred and eighty-eight (188) units received emergency repairs, which concluded in February 2024, however, the buildings have not received comprehensive modernization since construction. Design deficiencies have resulted in a development that is not marketable for current housing needs. The Authority seeks to bring improved conditions to Plaza East through strategic capital improvements. The work shall consist of furnishing all labor, materials/product, and equipment to restore, remodel, repair, and make all other capital improvement enhancements to the properties comprising the Plaza East Apartment community as specified herein: 2.1.1 Exterior Building Repairs and Alterations. 2.1.1.1 Exterior Painting of the entire property (approx. 200,000 Sq Ft) 2.1.1.2 Deck Repairs to include proper water drainage/diversion from rear entrance. 2.1.1.3 Stucco Repairs 2.1.1.4 Dry Rot Repairs 2.1.1.5 Site & Building Signage updating and/or replacement 2.1.2.6 Repair/replace backyard fencing 2.1.2.7 Weatherstrip and sweep for front and rear entrance doors 2.1.2.8 Replace mailbox slots 2.1.2.9 Gutter and downspout cleaning and repair 2.1.2.10 Roof repairs as needed SCOPE OF WORK/TECHNICAL SPECIFICATIONS. The Authority is seeking bids from qualified, California licensed and insured Contractors to provide the Authority with the following detailed services. Q/A Cutoff Date: 12/13/2024 Q/A Cutoff Time: 05:00 PM CST. Questions shall be submitted in RFPprocurement@sfha.org and will be answered via addenda and posted to the Marketplace. Approximate Delivery Date / Start Date: 02/01/2025. Bonding Requirements. In order to encourage participation by a broad range of competitors, including small and minority firms, HUD has provided for alternate bid and contract guaranties. These apply to all construction projects greater than $50,000 (though, at the Agencies discretion, may apply to smaller projects), whether development or modernization, funded pursuant to the U.S. Housing Act of 1937, as amended. As a result, the contractors for all construction projects shall be required to submit the following bid and contract guarantees. Please note that only the bid bond is required at time of bid; however, one of the purposes of the bid bond is to provide the Authority with assurance that the successful bidder will indeed obtain the necessary performance and payment bonds. Required bonds include a bid guarantee from each bidder, equivalent to 10% of the bid price and, from the successful bidder, one of the following. A performance and payment bond for 100% of the contract price. Reject, Waive, or Terminate the IFB. Reject any or all bids, waive any informality in the IFB process, or to terminate the IFB process at any time, if deemed by the Authority to be in its best interests.
