The City of Manchester, New Hampshire, through the Department of Public Works, Facilities Division is inviting commercial flooring contractors with five (5) plus years of commercial work experience The contractor will supply all, labor, equipment, materials and delivery as specified in this Proposal Request and to a location to be determined at a later date and within the City of Manchester, Manchester, NH 03103. Sealed Proposals will be opened and publicly read aloud after the specified closing time. All interested parties are invited to attend. No proposal shall be withdrawn for a period of sixty (60) days subsequent to the opening of proposals without the written consent of the Department of Public Works. The proposal forms must be completely filled out for the various unit cost of work and any forms in the exhibits. The flooring projects involve provisions of estimating, labor, supervision, travel costs, equipment, installation, repair and maintenance of flooring materials such as broadloom carpet, carpet tile, resilient flooring, vinyl composition tile, luxury vinyl tile, rubber stair treads and risers, athletic flooring, ceramic tile, hardwood flooring and refinishing, and other services as specified in this proposal package for commercial flooring contracting services and within the City of Manchester. The City maintains approximately 70 structures and there is a need for commercial flooring contracting services as needed and as funding allows as set forth in Section 5 of the proposal evaluation criteria. The City will enter into a written contract for Commercial Flooring Contracting Services with the ability to extend for up to five years based on the proposal tabulations. Each "to be determined" flooring project will utilize an approach as follows, 1. Detailed estimate by contracted commercial flooring company of work to be accomplished and based on proposal values. 2. If approved, the City will issue a purchase order for that specific project based on proposal tabulated costs of services. 3. The contractor will proceed with the work based on the estimate. 4. Once completed, inspected and accepted by the City including any cleanup, invoice the City for the work. 5. If project work exceeds 30 days, once a month partial invoicing will be permitted based on work completed. A Bid Bond for $5,000 dollars is required to be submitted with the Proposal and only from a Bonding Company authorized to conduct business in the State of New Hampshire by the State of New Hampshire's Insurance Commissioner. Performance and Payment bonds for the project may be required, generally, if a single project exceeds $150,000. Submit an unqualified letter from the bonding company to the effect that they will provide the required performance and payment bonds, each in the amount of 100 percent of future commercial flooring projects if greater than $150,000 and should a future project require payment and performance bonds and should the applicant be awarded the contract. The contractor will be responsible for the supply and completion of all aspects of the future projects as defined in this request for proposals. The contractor will conduct a thorough review of all of the requested services and must take responsibility for the entire contract. Provide the City with a one year warranty when each flooring project is completed. It is the proposer's responsibility to check online prior to the submittal deadline to ensure they have the most up to date information pertaining to this proposal request. In addition, any addendums must be acknowledged in the submitted proposal. DPW and the Selection Committee reserves the right to reject any and all proposals for failure to meet the requirements contained herein, to waive any technicalities, and to select the proposal which, DPW and the Selection Committee sole judgment best meets the requirements of the project. DPW and the Selection Committee reserve the right to reject any contractor's proposal submission due to past contractual or performance issues with the City.
