If the proposal is accepted and the bidder is declared "not responsive," it is hereby agreed that the amount of the proposal guaranty will become the property of the State of Illinois and shall be considered as payment of damages due to the delay and other causes suffered by the State because of the failure to adhere to the procedures required. Otherwise, the bid bond will become void or the proposal guaranty check will be returned to the bidder. Contractors who desire to become prequalified or to renew their prequalification for this letting must file with the Department of Transportation, Bureau of Construction, Room 322, 2300 South Dirksen Parkway, Springfield, Illinois 62764, a Contractor's Statement of Experience and Financial Condition no later than 4:30 PM prevailing local time, December 27, 2024. A contractor will not be prequalified for this letting unless the statement is received before the time and day established. The Department reserves the right to reject any and all bids, to waive minor or immaterial irregularities, informalities or technicalities, to advertise for new bids, or to request confirmation or clarification from any bidder regarding a bid. ILDOT - 090 - Resurfacing Washington Avenue The work consists of milling and resurfacing 2" of asphalt and replacing with 1.5" of HMA Surface Course and 0.75" Polymerized HMA Binder Course along with patching - asphalt base, curb and gutter removal and replacement (as necessary), sidewalk removal and replacement (as necessary), driveway removal and replacement (as necessary), detectable warnings - ADA Accessibility, structure adjustments, pavement striping, drainage structure removal, proposed inlets, proposed manholes, concrete parking block removal and replacement, and any necessary restoration and all incidental and collateral work necessary to complete the project shown on the plans and described in the Special Provision herein. This work shall consist of installing detectable warnings at locations shown on the plans or as directed by the Engineer in accordance with Section 424 of the Standard Specifications. This work shall consist of the removal and the offsite disposal of parking blocks as shown on the plans and as directed by the Engineer. The parking blocks shall be disposed of in accordance with Article 202.03 of the Standard Specifications. This work shall consist of furnishing and installing precast concrete parking block wheelstopsin designated parking areas at locationsshown on the plans, asspecified herein and as directed by the Engineer. The parking blocks shall be a minimum of 7 feet long,7 inches tall and 10 inches deep. All top edges shall have a minimum of 1 inch and 1/2 inch chamfer edging. The bottom of the wheel stop shall have two drainage openings, a minimum of 12 inches long, each. Anchor pinsshall be 1-inch diameter and 3 feet long. Three 3/8-inch diameter holes shall be cast through the wheel stop to allow placement of reinforcing bar to anchor the wheel stop to the pavement. Class PC concrete shall be used throughout. The parking blocks shall be made of Portland Cement Concrete having a minimum compressive strength of 3,000 psi and shall be reinforced with two #4 reinforcement bars running along the length. The surface of the parking blocks shall be smooth, free from pits, holes, cracks, excess concrete and blemishes. The parking blocks shall be installed at the locations shown on the plans and as directed by the Engineer. The installation shall include drilling a 1 inch diameter hole through the pavement structure and installing a minimum 2 foot long piece of reinforcing bar to secure the parking block from movement. The CONTRACTOR shall be responsible for any damaged parking blocks This work shall consist of adjusting catch basins, inlets, manholes, water valve boxes, fire hydrant auxiliary valve boxes, water service boxes and inlets with their existing frame and grate or with a new frame and grate in accordance with Section 602 of the Standard Specifications and as specified herein. This work shall be in accordance with Section 440 of the Standard Specifications. Add to article 440.01 the following: "The earth excavation necessary for removal of the existing sidewalk to allow for the construction of the new sidewalk and aggregate subbase shall be included in the work with the sidewalk removal and in accordance with Section 202 of the Standard Specifications. The landscape and shrub removal necessary for the construction of the new sidewalk shall be included in the work with the sidewalk removal. The cost of the 2' (or more) over dig for sidewalk removal shown on the typical section shall be paid under the cost of this item. This work shall consist of the removal of the existing pavement, the necessary excavation and the replacement with a bituminous surface/binder course patch at locations marked out by the Engineer, Public Works, or as shown in the plans and shall be completed in accordance with Section 440 of the Standard Specifications, except that this special provision includes Hot-Mix Asphalt Binder Course, IL-19.0, Hot-Mix Asphalt Surface Course, Mixture "D", IL-9.5, N50, Subbase Granular Material, Type B
