Site work for a water / sewer project in Midland, Ontario. Conceptual plans call for site work for a water / sewer project.

The Town of Midland is looking to retain a consultant to design and produce construction drawings for three (3) Booster Pump upgrades in Town as well as carry out Contract Administration and Inspection duties during construction in 2025 through 2026. The Towns Water Master Plan update in August 2021, assessed the existing water system and concluded that the recommended strategy to improve the water production/supply and servicing the long-term growth throughout Town included: -Upgrade the Hanly (Lescaut) Booster Pump Station. -Upgrade the Sunnyside (Everton) Booster Pump Station. Additionally, the Town recognized that the building and equipment at the Dominion Booster Pump Station are at the end of life and need to be replaced. The Town also hired JL Richards to conduct a study to review the existing pump capacities and performance at the Lescaut, Dominion, and Everton Booster Pump Stations, Collect and analyze water demand data, and prepare a report outlining the findings and recommendations of the investigation. This report can be found in the attachments for this RFP. The design for the Booster Pump Stations shall be separated into three (3) parts using the recommendations from the JL Richards 2024 report and practical engineering judgement. Part A- Lescaut (Hanly) Booster Pump Station The Hanly Booster Pump Station (BPS) is in the Lescaut Pressure zone. The BPS is on the same site as the Hanly storage tank and the Well No.15 submersible water well pump. The BPS shares a building with Well No.15 ultraviolet (UV and chemical dosing treatment equipment. Even though the Hanly storage tank is located within the Lescaut Pressure Zone, the Hanly tank is used for water storage within the East pressure zone. There are currently two (2) duty booster pumps. Both which have a flow capacity of 9.47L/s 69m TDH. Well No. 15 can supply water to this zone; however, the existing pumps are inadequate to provide the desired capacity into the zone when fire protection is considered. Part B- Dominion Booster Pump Station The Dominion Booster station is in the west pressure zone and transfers water from the East pressure zone to the West pressure zone. The station currently has two (2) low capacity booster pumps and one (1) diesel fueled fire pump. The low capacity booster pumps have a 34.7L/s pumping rate capacity and the fire pump has a 132.5L/s pumping capacity. The low capacity pumps operate based on the water level in the Montreal storage tank. The existing pump station is at end of life. Decommissioning the existing building and BPS equipment and construction of a new BPS and three (3) new pumps of equal size (lead/lag/standby) are the recommended option for upgrading this facility. Part C- Everton (Sunnyside) Booster Pump Station The Everton Booster Pump Station supplies water from the east pressure zone into the Sunnyside pressure zone. Even though the Everton storage tank is physically located within the Sunnyside pressure zone, the storage tank is within the east pressure zone. There are currently three (3) pumps installed at the BPS each with a rated flow of 7.9L/s at 21m TDH. There are two (2) duty pumps and one (1) standby pump. The BPS has capacity which is adequate to meet the average day demand and maximum day demand, however the pumping capacity available is inadequate to meet fire flow requirements. To house new pumps, a new building/expansion will also be required.
