Request for Proposals New Construction: Building Inspector For a Low-Income Housing Tax Credit Project The Pyramid Lake Housing Authority (PLHA), hereinafter called the OWNER, will receive written proposals to provide New Construction Residential Single-Family Homes - Building Inspection Services for wood-framed Duplex Units to be constructed in Wadsworth, Nevada at the Sacred Visions Subdivision site on the Pyramid Lake Indian Reservation. This solicitation is subject to the requirements of the Indian Self Determination Act, Section 7, and preference for training, employment and administration of any contract, subcontract, grant or sub-grant and must provide, to the greatest extent feasible, preference and opportunities to Indians. The proposal shall include the following items, to be considered at a minimum: Name and address of firm/individual submitting the proposal. Proposed FeeDescription of firm's/individual's services and abilities that relate directly to the project.Qualifications of individuals and consultants on the firm's project team.References from clients for whom similar projects were completed. The Pyramid Lake Housing Authority shall use the significant evaluation factors listed below and all proposals should understand the factors which will enter the evaluation of proposals and their relative importance. Factors for evaluation in this case will fall into five priorities. (50 points) Statement of Work and Technical Qualifications. The technical qualifications of the firm and of the proposed technical staff, as indicated by their experience. The qualification section of the proposal should reflect demonstrated ability and the offering of professional services as covered by the statement of work. Consideration will be given to the offeror's relevant experience and to any proposed designs provided with the proposal or subsequent interview.(20 points) References: A record of integrity, judgment, performance and timeliness in the execution of previous contracts.(10 points) Experience with Tribes: Experience of the firm and familiarity of the proposed staff with the unique challenges of designing projects for federally recognized Indian Tribes.(10 points) Cost Considerations: Cost considerations such as the rates charged for each category of employees under the contract, overhead costs, cost for reimbursement and total fee proposed.(10 points) Indian Preference: Evidence of Indian ownership of the proposing firm. Proposals should respond in sufficient detail to evaluate all factors listed above. After the closing time and date, the proposals will be reviewed, and all firms/individuals' proposals will be presented to the Housing Authority Board of Commissioners for contract award. The Pyramid Lake Housing Authority reserves the right to reject all proposals and to waive any informality.
