The CMWD will select three firms to subsequently receive a Request for Proposals (RFP) to conduct a feasibility study for the Project and provide other professional services to be described or negotiated in the subsequent RFP. The selected Consultant will act as an independent consultant and advise the CMWD on the feasibility of the Project, but will not itself design, construct, or operate the Project. If the CMWD elects to proceed with a solar development project, the selected consultant will assist the CMWD to prepare a separate RFP for the procurement of a solar project developer for final engineering design, construction and operation. The selected Consultant will provide project management services during project development and construction management services during the construction and commissioning phases of the Project. The selected Consultant(s) will be precluded from bidding on or participating in the design, construction and operation of the Project. This Request for Qualifications (RFQ) is the first step in the CMWD procurement process for the selection of a qualified Consultant for the Project. This step is intended to develop a short-list of Consultants that are deemed qualified and capable of completing the Project and which will be invited to participate in a future Request for Proposal for professional services for the Project. Selection as a short-listed Consultant does not imply CMWD acceptance or approval of specific personnel or a scope of services, whether or not these items are described in the Consultant's SOQ. The selected Consultant will have experience in the preparation of feasibility studies for solar PV and BESS and will work directly and collaboratively with CMWD staff to implement this project expeditiously.
