Bid preparation will be in accordance with the Instructions to Bidders bound in the Contract Documents. The Board of Supervisors reserves the right to waive irregularities and to reject any and/or all bids. The Board of Supervisors hereby notifies all bidders that it will affirmatively ensure that minority business enterprises will be afforded full opportunity to submit bids and will not be discriminated against on the grounds of race, color, or national origin in consideration of the award. A bid bond or certified check in the amount of 5% of the bid will be required. The bid bond or certified check will be returned immediately to unsuccessful bidders. Bidders are hereby notified that any proposal accompanied by letters qualifying in any manner the condition under which the proposal is tendered will be considered an irregular bid and such proposals will not be considered in making the award.
